Open-source monitoring shows a clear trend: in 2025, the occupation authorities are not only maintaining existing mechanisms of Russification but intensifying them through new textbooks, modules on \u201ctraditional values\u201d, and \u201cpatriotic\u201d activities aimed at completely eradicating everything Ukrainian. Shaping the \u201ccorrect\u201d version of history: new unified textbooks<\/strong><\/em><\/p>\r\n\r\n\r\n\r\n<p>Schools have introduced new unified history textbooks (on both world history and the history of Russia) for grades 5\u20139, which <a href=\"https:\/\/archive.ph\/wip\/aRt3p\">promote<\/a> the concept of the \u201cdistinctiveness of Russian civilisation\u201d and aim to shape a pro-Russian worldview. At the same time, the textbooks have already been included in the Russian federal list, which allows regions to introduce them ahead of the officially set deadlines. In Sevastopol, the transition was carried out immediately: in August 2025, more than 59,000 copies of the new series for grades 5\u20139 were <a href=\"https:\/\/archive.ph\/wip\/zeBPI\">delivered<\/a> to schools. In the TOT of Kherson Region, reports from August 2025 also mention the receipt of <a href=\"https:\/\/archive.ph\/wip\/sOg06\">new-format<\/a> textbooks for grades 5\u20139. Source: <a href=\"http:\/\/www.kremlin.ru\/events\/president\/news\/77234\/photos\">http:\/\/www.kremlin.ru\/events\/president\/news\/77234\/photos<\/a>, archive: <a href=\"https:\/\/archive.ph\/wip\/K7BBS\">https:\/\/archive.ph\/wip\/K7BBS<\/a><\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>At the same time, a large-scale retraining programme for history teachers <a href=\"https:\/\/archive.ph\/wip\/vws6r\">was announced<\/a> to ensure the \u201ccorrect\u201d way of teaching, which represents another element of centralised control.<\/p>\r\n\r\n\r\n\r\n<p>As for grades 10\u201311, unified history textbooks have been in use since 2023 and include sections on the so-called \u201cCrimean Spring\u201d and the \u201cspecial military operation\u201d, presenting the occupied Ukrainian territories as part of Russia.<\/p>\r\n\r\n\r\n\r\n<p>In effect, the new textbooks are intended to entrench in students\u2019 minds a version of history in which Russia is portrayed as the bearer of \u201ccivilisation\u201d, while Ukraine is depicted as its artificially created \u201cpart\u201d.<\/p>\r\n\r\n\r\n\r\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\">\r\n<figure class=\"wp-block-media-text__media\"><img decoding=\"async\" width=\"786\" height=\"465\" class=\"wp-image-8751 size-full\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/11\/1647426663-7963.jpg\" alt=\"\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/11\/1647426663-7963.jpg 786w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/11\/1647426663-7963-768x454.jpg 768w\" sizes=\"(max-width: 786px) 100vw, 786px\" \/><\/figure>\r\n<div class=\"wp-block-media-text__content\">\r\n<p>The <a href=\"https:\/\/archive.ph\/wip\/i2HaA\">co-author<\/a> of all unified history textbooks is <strong>Vladimir Medinsky<\/strong> (pictured), born in 1970 in the town of Smila, Cherkasy Region. A former Minister of Culture of the RF (2012\u20132020), he currently serves as an aide to the president. Medinsky is known as one of the main ideologists of Russia\u2019s historical policy.<\/p>\r\n<\/div>\r\n<\/div>\r\n\r\n\r\n\r\n<p>In 2024, the Security Service of Ukraine (SBU) <a href=\"https:\/\/t.me\/SBUkr\/12115\">charged<\/a> him with falsifying the history of Ukraine and justifying the war; the criminal proceedings <a href=\"https:\/\/court.gov.ua\/log_documents\/85453208\/2610\/\">are being considered<\/a> by the Shevchenkivskyi District Court of Kyiv. In 2025, Medinsky <a href=\"https:\/\/forbes.ua\/news\/putin-zatverdiv-sklad-delegatsii-dlya-peregovoriv-z-ukrainoyu-v-stambuli-15052025-29757\">headed<\/a> the Russian delegation during negotiations with Ukraine in Istanbul.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>Since 2013, he <a href=\"https:\/\/archive.ph\/wip\/ZmBK2\">has also been<\/a> the head of the <strong>Russian Military-Historical Society<\/strong>, which <a href=\"https:\/\/archive.ph\/RTFP5\">conducts<\/a> the <strong>outreach campaign \u201cHistory for the Future: Crimea, Novorossiya, Donbas\u201d<\/strong> on the TOT \u2013 a series of propaganda events dedicated to the so-called \u201creunification\u201d of the occupied territories of Ukraine with the RF. The same organisation created the <strong>\u201cCountry of Heroes\u201d<\/strong> military camp, whose programme is <a href=\"https:\/\/archive.ph\/wip\/ZmBK2\">aimed<\/a> at \u201cfostering patriotism and respect for the history of one\u2019s country (i.e., Russia) among young people\u201d. Children from the occupied territories of Ukraine, including Sevastopol, <a href=\"https:\/\/archive.ph\/wip\/AOW4v\">are also taken<\/a> to this camp.<\/p>\r\n\r\n\r\n\r\n<h4><em><em>2. Module \u201cHistory of Our Region\u201d: legitimising occupation through historical falsification<\/em><\/em><\/h4>\r\n\r\n\r\n\r\n<p>Another new measure is the <a href=\"https:\/\/archive.ph\/wip\/nPOxW\">introduction<\/a> of a separate <a href=\"https:\/\/archive.ph\/wip\/2vbZn\">module<\/a>, <em>\u201cHistory of Our Region\u201d<\/em>, for grades 5\u20137. Its main objective in the TOT is to instil in schoolchildren <em>the notion of the supposed \u201chistorical belonging\u201d of these territories to Russia.<\/em> Within this subject, Ukrainian children are taught to perceive the occupation as a \u201c<em>restoration of historical justice\u201d.<\/em><\/p>\r\n\r\n\r\n\r\n<p>To implement this concept, separate textbooks are being created and adapted for each region. It is not yet known whether they will be replaced starting from 2026.<\/p>\r\n\r\n\r\n\r\n<p>In addition, for the Donetsk, Luhansk, Zaporizhzhia, and Kherson Regions, the occupation authorities <a href=\"https:\/\/archive.ph\/wip\/iR3au\">have introduced<\/a> the textbook <em>\u201cHistory of Donbas and Novorossiya\u201d<\/em>, which is currently common to all four regions. It is likely that starting from the next academic year, separate textbooks will be developed for each occupied region, following the example of the temporarily occupied territory of Zaporizhzhia Region.<\/p>\r\n\r\n\r\n\r\n<h4><em><em>3. Increasing the number of hours devoted to studying the Russia\u2019s official version of history<\/em><\/em><\/h4>\r\n\r\n\r\n\r\n<p>Russia is making history the main tool of ideological influence on schoolchildren. To free up more hours for this subject, \u201cSocial Studies\u201d has been removed from the timetable for grades 6\u20137, and the time gained has been <a href=\"https:\/\/archive.ph\/2vbZn\">allocated<\/a> to the study of history, including the \u201cHistory of Our Region\u201d module. From now on, learners in grades 5\u20137 <a href=\"https:\/\/archive.ph\/2vbZn\">will study<\/a> history three hours a week instead of two.<\/p>\r\n\r\n\r\n\r\n<p>For grades 8\u20139, similar changes <a href=\"https:\/\/archive.ph\/wip\/CzbZj\">are planned<\/a> from 1 September 2026, after which \u201cSocial Studies\u201d will remain only for grades 9\u201311.<\/p>\r\n\r\n\r\n\r\n<p><strong>4.<em style=\"font-size: revert;\"><em>\u00a0Introduction of a new subject: \u201cSpiritual and Moral Culture of Russia\u201d<\/em><\/em><\/strong><\/p>\r\n\r\n\r\n\r\n<p>Starting from 1 September 2025, schools in the TOT of the <a href=\"https:\/\/archive.ph\/Ovah6\">Autonomous Republic of Crimea<\/a> and <a href=\"https:\/\/archive.ph\/wip\/WscdI\">Sevastopol<\/a> (20 schools in the city) have piloted a new subject \u2013 <em>\u201cSpiritual and Moral Culture of Russia\u201d<\/em> for grades 5\u20137. The course <em>is intended to shape children\u2019s worldview based on the so-called \u201ctraditional spiritual and moral values\u201d,<\/em> with the <a href=\"https:\/\/almenda.org\/en\/religiya-vijni-rosijska-pravoslavna-cerkva-yak-instrument-militarizacii-ta-indoktrinacii-na-timchasovo-okupovanix-teritoriyax\/\">Russian Orthodox Church<\/a> actively involved as a state partner. I would like to express my gratitude to Your Eminence for supporting this extremely important work!\u201d<\/em><br \/><em>\u2013 <\/em><strong>Sergey Kravtsov<\/strong><em>, <\/em>RF Minister of Education, during his <a href=\"https:\/\/archive.ph\/wip\/Uira6\">speech<\/a> at the Christmas Educational Readings.<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>Kravtsov also <a href=\"https:\/\/archive.ph\/wip\/Uira6\">stated<\/a> that the <em>\u201cprotection of historical truth\u201d<\/em> and the <em>\u201ccultivation of a sense of generational continuity\u201d<\/em> are priorities of the Ministry for Patriotic Education of Children and Youth, and that the transition to studying history centred around the history of Russia should contribute to this goal.<\/p>\r\n\r\n\r\n\r\n<p>In essence, this represents yet another instrument of Russia\u2019s ideological indoctrination of learners, in which state and church rhetoric merge into a single propagandistic message <em>\u2013<\/em> one of \u201cloyalty to traditions\u201d, \u201cspiritual unity\u201d, and \u201cshared history\u201d.<\/p>\r\n\r\n\r\n\r\n<h4><em><em>5. New resources for shaping a pro-Russian patriotic worldview: music, literature, and films<\/em><\/em><\/h4>\r\n\r\n\r\n\r\n<p>At the end of this summer, the RF Ministry of Education published a number of resources for use in the educational process that have a distinctly patriotic character and are aimed at the cultural indoctrination of learners. These include lists of patriotic music, literature, and films that promotes specific Russian narratives and reflect the Kremlin\u2019s ideological propaganda, particularly the concepts of Russia\u2019s \u201cheroic history\u201d and \u201ctraditional moral values\u201d.<\/p>\r\n\r\n\r\n\r\n<h3><strong><strong>Music<\/strong><\/strong><\/h3>\r\n\r\n\r\n\r\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\">\r\n<figure class=\"wp-block-media-text__media\"><img decoding=\"async\" width=\"1200\" height=\"1200\" class=\"wp-image-8755 size-full\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/11\/5296611935409795799-1200x1200.jpg\" alt=\"\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/11\/5296611935409795799-1200x1200.jpg 1200w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/11\/5296611935409795799-820x820.jpg 820w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/11\/5296611935409795799-768x768.jpg 768w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/11\/5296611935409795799.jpg 1280w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/figure>\r\n<div class=\"wp-block-media-text__content\">\r\n<p>*<em>Translation in the photo: The Ministry of Education of Russia has prepared a list of patriotic songs to be studied in schools.<\/em><\/p>\r\n\r\n\r\n\r\n<p>A list of patriotic songs <a href=\"https:\/\/archive.ph\/wip\/hnpKl\">has been compiled<\/a> and recommended for use as methodological resources during music lessons at the primary and lower secondary education levels. The document has already been distributed to regions of Russia, including the TOT, for implementation in the educational process.<\/p>\r\n<\/div>\r\n<\/div>\r\n\r\n\r\n\r\n<p>The list contains 37 compositions \u201caimed at the patriotic and spiritual-moral education of learners\u201d. In the TOT, these works are used to instil pro-Russian values and views in children and to cultivate \u201cpatriotic\u201d feelings towards Russia. Schools independently choose which songs to use.<\/p>\r\n\r\n\r\n\r\n<p>Among the classical works are <em>\u201cVictory Day\u201d<\/em>, <em>\u201cMy Moscow\u201d<\/em>, and <em>\u201cAt the Foot of the Obelisk\u201d<\/em>. The list also includes modern Russian propaganda songs such as <em>\u201cOfficers\u201d<\/em>, <em>\u201cThe Immortal Regiment\u201d<\/em> and <em>\u201cForward, Russia\u201d<\/em> by Oleg Gazmanov, <em>\u201cMotherland\u201d<\/em> by Sergey Trofimov, and <em>\u201cRussia\u201d<\/em> by Denis Maidanov.<\/p>\r\n\r\n\r\n\r\n<p>The compilation of the list was carried out in accordance with the Presidential Decree of the RF \u201cOn the Approval of the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values\u201d (No 809 dated 9 November 2022).<\/p>\r\n\r\n\r\n\r\n<h3><strong><strong>Literature<\/strong><\/strong><\/h3>\r\n\r\n\r\n\r\n<p>The RF Ministry of Education <a href=\"https:\/\/archive.ph\/wip\/3EzkB\">has also prepared<\/a> a list of patriotic works by contemporary Russian authors for extracurricular reading. The literature is divided by age group, including primary school (grades 1\u20134), lower secondary (grades 5\u20139), and upper secondary (grades 10\u201311), as well as by thematic categories such as <em>\u201cAbout the Native Land\u201d<\/em>, <em>\u201cThe Great Patriotic War\u201d<\/em>, <em>\u201cAbout Great People of Russia\u201d<\/em>, <em>\u201cCommanders of Holy Rus\u201d<\/em>, <em>\u201cGuarding the Russian Land\u201d<\/em>, and <em>\u201cFor Ours\u201d<\/em> (<em>In the original Russian title, the Latin letter Z is used in place of the Cyrillic \u201c\u0417\u201d in \u201cZa Nashikh\u201d (\u201cFor Ours\u201d). The document defines the principles for forming library collections, including the selection of \u201cpatriotic\u201d literature, describes areas of interaction between libraries and students, and provides examples of \u201csuccessful practices\u201d such as book clubs, themed events, and campaigns.<\/p>\r\n\r\n\r\n\r\n<p>The use of such resources in the TOT through school libraries ensures constant exposure of learners to pro-Russian cultural content, reinforces the effect of indoctrination, and fosters loyalty to the occupying state.<\/p>\r\n\r\n\r\n\r\n<h3><strong><a href=\"https:\/\/almenda.org\/en\/kino-yak-instrument-politichnoi-indoktrinacii-ditej-na-timchasovo-okupovanix-teritoriyax-ukraini-2\/\"><strong>Cinema<\/strong><\/a><\/strong><\/h3>\r\n\r\n\r\n\r\n<p>The RF Ministry of Education <a href=\"https:\/\/archive.ph\/wip\/mJcBr\">has sent<\/a> methodological recommendations to all regions of Russia, including the TOT, on the use of domestic films in schools, created \u201cfor the purpose of preserving and strengthening traditional spiritual and moral values\u201d. The basis for these recommendations is a list of 100 films approved by the Presidential Council for Culture and Art of the RF.<\/p>\r\n\r\n\r\n\r\n<p>The document outlines not only the list of films but also the mechanism for their use: screenings may <a href=\"https:\/\/archive.ph\/wip\/0XNav\">take place<\/a> during history, literature, music, or art lessons, as well as within extracurricular educational activities. Schools are also permitted to establish film clubs and \u201cdiscussion platforms\u201d for collective viewing and discussion of the films.<\/p>\r\n\r\n\r\n\r\n<p>The recommended selection is dominated by Soviet and war films such as <em>\u201cChapaev\u201d<\/em>, <em>\u201cOfficers\u201d<\/em>, <em>\u201cThe Dawns Here Are Quiet\u201d<\/em>, <em>\u201cSeventeen Moments of Spring\u201d<\/em>, and <em>\u201cThey Fought for Their Motherland\u201d<\/em>. These films reproduce key propaganda narratives, including the glorification of the Soviet past, the cult of the warrior, and self-sacrifice in the name of the Motherland (i.e., Russia) while instilling in learners values of obedience, discipline, and loyalty to authority (<em>\u201cThe Shield and the Sword\u201d<\/em>, <em>\u201cThe Meeting Place Cannot Be Changed\u201d<\/em>).<\/p>\r\n\r\n\r\n\r\n<p>According to the authors of the methodological guidelines, during film screenings learners \u201cexperience strong emotions and empathise with the characters, admire their actions or, conversely, condemn them\u201d. Thus, cinema becomes a tool for the emotional engagement of children in a propagandistic narrative, where positive emotions are associated with Soviet and wartime stories.<\/p>\r\n\r\n\r\n\r\n<p>The appendices to the methodological recommendations include <strong>instructions for teachers<\/strong> on how each film should be interpreted. Through textbooks, \u201ceducational\u201d and patriotic events, as well as the daily indoctrination and militarisation of the educational process, Russia is shaping an environment in which children gradually internalise pro-Russian narratives, become distanced from the Ukrainian cultural space, and lose their national identity. This process is not chaotic \u2212 it is deliberate and centrally directed from Moscow, making the education system in the occupied territories an integral part of the RF\u2019s hybrid policy in its war against Ukraine.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>In these circumstances, it is particularly important to support Ukrainian children who remain under the control of the occupation authorities.
