In practice, both within the RF and in the temporarily occupied territories (hereinafter \u2013 the TOT), this instrument is used as a means of systematically persecuting those who disagree with government policy, as well as suppressing expressions of Ukrainian cultural, linguistic, historical and national identity, including among children and young people. One of the key actors in this policy is the Russian Society <a href=\"https:\/\/almenda.org\/en\/tovarystvo-znanie\/\">\u201cZnanie\u201d<\/a> (from the Russian for \u201cKnowledge\u201d; hereinafter \u2013 the Society, \u201cZnanie\u201d), which has already been sanctioned by <a href=\"https:\/\/www.president.gov.ua\/documents\/4152025-55397\">Ukraine<\/a>, <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ%3AL_202302871&#038;qid=1702915124272\">the European Union<\/a> and <a href=\"https:\/\/www.seco.admin.ch\/seco\/de\/home\/Aussenwirtschaftspolitik_Wirtschaftliche_Zusammenarbeit\/Wirtschaftsbeziehungen\/exportkontrollen-und-sanktionen\/sanktionen-embargos\/sanktionsmassnahmen\/massnahmen-zur-vermeidung-der-umgehung-internationaler-sanktione.html\">Switzerland<\/a>.<\/p>\r\n\r\n\r\n\r\n<p>One of the Society\u2019s areas of activity is organising lectures and themed courses. In particular, as part of the so-called \u201cfight against extremism\u201d, \u201cZnanie\u201d <a href=\"https:\/\/archive.ph\/wip\/yUv0G\">has developed<\/a> a course titled \u201cPrevention of the Spread of Neo-Nazi Ideology among Children and Young People\u201d (hereinafter \u2013 the Course), which in practice aims to equate pro-Ukrainian views with \u201cneo-Nazism\u201d and to instil loyalty to Russian state ideology among children and young people from the TOT, while eradicating their Ukrainian identity.\u00a0<\/p>\r\n\r\n\r\n\r\n<h3><strong><strong>Who is the course aimed at?<\/strong><\/strong><\/h3>\r\n\r\n\r\n\r\n<p>The target audience for the course <a href=\"https:\/\/archive.ph\/wip\/yUv0G\">includes<\/a>:<\/p>\r\n\r\n\r\n\r\n<ul>\r\n<li><strong>teachers <\/strong>(who, according to the organisers, will learn methods of preventing neo-Nazism and integrate this preventive work into the educational process),<\/li>\r\n\r\n\r\n\r\n<li><strong>education advisers <\/strong>(who are expected to learn how to organise activities and work with young people to prevent extremist ideologies),<\/li>\r\n\r\n\r\n\r\n<li><strong>youth sector specialists<\/strong> (who are expected to be able to design and implement programmes and projects aimed at preventing the spread of ideology of neo-Nazism).<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\">\r\n<figure class=\"wp-block-media-text__media\"><img decoding=\"async\" width=\"220\" height=\"229\" class=\"wp-image-8705 size-full\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/10\/\u0434\u0440\u0435\u0432\u0430\u043b\u044c.png\" alt=\"\" \/><\/figure>\r\n<div class=\"wp-block-media-text__content\">\r\n<p>According to Maksim Dreval, Director General of \u201cZnanie\u201d, this course ranks second in popularity on the Society\u2019s platform, with <strong>more than 62,000 participants<\/strong> of various age groups \u2013 from 14 to 69 years old. <strong>Notably, 72% of the attendees <a href=\"https:\/\/archive.ph\/76W7j\">are teachers<\/a><\/strong>.<\/p>\r\n\r\n\r\n\r\n<p>In the image \u2013 Maksim Dreval, Director General of the Russian Society \u201cZnanie\u201d. Among the activities <a href=\"https:\/\/archive.ph\/wip\/QkIpO\">held on<\/a> a regular basis <a href=\"https:\/\/archive.ph\/wip\/ejVFL\">are<\/a> \u201canti-terrorist\u201d events, under the guise of which the occupation authorities seek to instil in young people from the TOT a hostile attitude towards Ukraine, Ukrainian organisations and the Armed Forces of Ukraine.<\/p>\r\n\r\n\r\n\r\n<h3><strong>Who created this course?<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>The course \u201cPrevention of the Spread of Neo-Nazi Ideology among Children and Young People\u201d was developed by representatives of \u201cZnanie\u201d <a href=\"https:\/\/archive.ph\/76W7j\">in cooperation<\/a> with experts from the National Centre for Information Counteraction to Terrorism and Extremism, with the participation of Russian academics. The composition of the lecturers \u2013 including a former intelligence officer, staff of anti-terrorist centres, and a representative of the occupation authorities of Kherson region \u2013 confirms that the course is a tool of state policy rather than a mere educational initiative.<\/p>\r\n\r\n\r\n\r\n<h3><strong>What does the course contain, and how is Ukraine involved?<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>The course \u201cPrevention of the Spread of Neo-Nazi Ideology among Children and Young People\u201d uses standard educational techniques: vivid illustrations, video materials and methodological recommendations for teachers. The lecturers speak in a calm and trusting tone, emphasising key points, while the main Russian narratives are repeated across different modules to reinforce them in the listeners\u2019 minds. This approach, based on constant repetition of ideological messages, is typical of the Russian Federation, where education is used as a tool of political and ideological propaganda.<\/p>\r\n\r\n\r\n\r\n<p>The course consists of eight modules divided into twenty topics, several of which relate directly to Ukraine. <strong>The list of topics includes<\/strong>:<\/p>\r\n\r\n\r\n\r\n<ol>\r\n<li>The Essence of Neo-Nazism: Concepts and Characteristics. It also uses terms such as \u201cKyiv regime\u201d and \u201ccoup d\u2019\u00e9tat\u201d, aimed at instilling in the audience the perception of the Ukrainian government\u2019s illegitimacy and discrediting democratic processes. Particularly dangerous is the imposition of these narratives on children, who, due to their age, lack the critical skills needed to challenge them.<\/p>\r\n\r\n\r\n\r\n<p><strong>Block 2. Justifying Russian aggression<\/strong><\/p>\r\n\r\n\r\n\r\n<p>The main message is that the Russian invasion is portrayed as a forced defensive step against the \u201cneo-Nazi threat\u201d and NATO expansion.<\/p>\r\n\r\n\r\n\r\n<p>These ideas are reflected in the course topics \u201cReasons for Conducting the \u2018Special Military Operation\u2019 in the Interests of Russia\u2019s National Security\u201d, \u201cContemporary Historical Myths in Ukrainian Nationalist Propaganda\u201d, and \u201cUkrainian Nationalism and Neo-Nazism: The History of Their Formation\u201d.<\/p>\r\n\r\n\r\n\r\n<p><strong>Main narratives:<\/strong><\/p>\r\n\r\n\r\n\r\n<p><em>\u201cThe successive presidents of Ukraine, Poroshenko and Zelensky, deliberately moved towards initiating a full-scale war. \u2026 Society became militarised. The Armed Forces of Ukraine were deliberately supplied with weapons. NATO missions appeared in Ukraine. The decision of the President of Russia to carry out a \u2018special military operation\u2019 became, in effect, an inevitability that prevented a large-scale slaughter planned for the residents of Crimea and Donbas\u201d.<\/em><\/p>\r\n\r\n\r\n\r\n<p><em>\u201c\u2026 Russia is fighting for a new security system, despite possible aggression from the West. Our ultimate goal of the \u2018special military operation\u2019 is the deep transformation of Western elites, their mentality, and the defeat of the US deep state \u2014 those US elites<\/em> <em>set on confronting Russia. We must form in them an understanding of reality: that Russia is a juggernaut that cannot be stopped. This is a long process, and it will not end with victory over Ukraine and its armed forces\u201d.<\/em>*<\/p>\r\n\r\n\r\n\r\n<p><em>*Translation into Ukrainian of quotes from the topics \u201cUkrainian Nationalism and Neo-Nazism: The History of Their Formation\u201d and \u201cReasons for Conducting the Special Military Operation in the Interests of Russia\u2019s National Security\u201d.<\/em><\/p>\r\n\r\n\r\n\r\n<p>This block is based on the victimisation of the aggressor and the distortion of cause-and-effect relationships. The war is portrayed not as an attack on a sovereign state but as an act of \u201cpreventive defence\u201d. The \u201cjuggernaut\u201d rhetoric reveals the imperialist nature of Russia\u2019s ambitions. Forced russification<\/strong><\/p>\r\n\r\n\r\n\r\n<p>The main message is that children and young people from the TOT supposedly require \u201cderadicalisation\u201d and a \u201creturn to traditional Russian identity\u201d.<\/p>\r\n\r\n\r\n\r\n<p>These ideas are reflected in the course topics \u201cRisk Groups\u201d, \u201cSpecifics of Working with Children from the New Subjects of Russia\u201d, and \u201cIndicators of Susceptibility to Destructive Influence\u201d.<\/p>\r\n\r\n\r\n\r\n<p>Key narratives:<\/p>\r\n\r\n\r\n\r\n<p><em>\u201cThe population of the new subjects of the Russian Federation \u2026 allowed the full penetration of Ukrainian radical nationalism into the education and enlightenment system. Therefore, for this category of people, the issue of deradicalisation and integration into Russian society on the basis of legal, historical and cultural heritage is of particular urgency, as well as overcoming Russophobia and the narratives of Ukrainian nationalism\u201d.<\/em><\/p>\r\n\r\n\r\n\r\n<p><em>\u201cIt is necessary \u2026 to help them rethink the past and rebuild their identity \u2013 or rather, to restore their traditional Russian identity\u201d<\/em><\/p>\r\n\r\n\r\n\r\n<p><em>\u201cIt is important to demonstrate effectively that the Ukrainian youth has a future only as part of Russia, while all that Ukraine can offer them is destruction, suffering, poverty and the erasure of traditional values\u201d.<\/em>*<\/p>\r\n\r\n\r\n\r\n<p><em>*Translation into Ukrainian of quotes from the topics \u201cRisk Groups: Concepts and Types\u201d and \u201cSpecifics of Working with Children from the New Subjects of Russia and with Ukrainian Youth from Territories Controlled by the Kyiv Regime\u201d.<\/em><\/p>\r\n\r\n\r\n\r\n<p>This section is the most dangerous from the perspective of children\u2019s rights. It legitimises the systematic eradication of Ukrainian identity under the guise of \u201cpsychological help\u201d. The concept of \u201ctraditional Russian identity\u201d and \u201cderadicalisation\u201d for Ukrainian children in practice amounts to indoctrination and the erasure of national self-identification.<\/p>\r\n\r\n\r\n\r\n<p><strong>Section 4. It may also include subscriptions to pro-Ukrainian communities\u201d.<\/em><\/p>\r\n\r\n\r\n\r\n<p>The information presented in this block demonstrates that any manifestation of critical thinking or alternative views in Russia is classified as a \u201chostile influence\u201d. An analysis of the course content reveals four key strategic directions:<\/p>\r\n\r\n\r\n\r\n<ul>\r\n<li><strong>portraying Ukraine as the enemy<\/strong> \u2013 Ukrainian patriotism is labelled as \u201cneo-Nazism\u201d, while Ukraine itself is presented as an artificial state created by Russia\u2019s enemies;<\/li>\r\n\r\n\r\n\r\n<li><strong>justifying the war<\/strong> \u2013 the Russian invasion is depicted as \u201cdefence\u201d against alleged Ukrainian threats, reversing the roles of victim and aggressor;<\/li>\r\n\r\n\r\n\r\n<li><strong>forced russification of children<\/strong> \u2013 under the guise of \u201chelp\u201d and \u201crehabilitation\u201d, children are compelled to forget Ukrainian culture and become Russian;<\/li>\r\n\r\n\r\n\r\n<li><strong>search for enemies<\/strong> \u2013 anyone who criticises Russia or supports Ukraine is labelled an \u201cextremist\u201d.<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p>The course employs deceptive techniques \u2013 it manipulates meanings, instils fear through imaginary threats, and hides behind pseudo-scientific justifications. Under the guise of \u201ccombating extremism\u201d, the Russian Federation is carrying out systematic ideological indoctrination of children and young people in the temporarily occupied territories, aimed at eradicating Ukrainian identity and fostering loyalty to the aggressor state.<\/p>\r\n\r\n\r\n\r\n<p>Such practices have not only ideological but also deep demographic consequences. The ongoing russification and propaganda put Ukraine at risk of losing an entire generation of children and adolescents who grow up without identifying with Ukrainian culture, language or statehood.
