The concept of the \u201cRussian world\u201d is based on the thesis of the \u201ctriunity\u201d of Russians, Ukrainians, and Belarusians as parts of a united \u201cRussian people.\u201d The central element of this ideology is Orthodoxy, in the specific, imperialistic interpretation of the Russian Orthodox church (hereinafter referred to as the ROC), which performs not only a spiritual but also an openly political and ideological function. The ROC has become one of the main broadcasters of the Kremlin\u2019snarratives in the temporarily occupied territories of Ukraine (hereinafter referred to as the TOT), actively supporting the occupation administrations, justifying war, and involving children in patriotic and military education and propaganda.<\/p>\r\n\r\n\r\n\r\n
Historical aspect and legal basis<\/strong><\/h2>\r\n\r\n\r\n\r\nThe ideological cooperation between the Kremlin and the ROC is nothing new. The Russian Orthodox Church has been closely cooperating with the state for centuries, since the times of the Moscow Tsardom and the Russian Empire. An example of such cooperation was the introduction of the Holy Governing Synod (also known as the Most Holy Synod, established by Tsar Peter I in 1721) \u2013 a state body that subordinated the church hierarchy to imperial authority and definitively secured the subordination of the ROC to the secular ruler. During the Soviet times, religious structures were subordinate to the state and were used for the legitimisation of its decisions. In modern Russia, a similar model is observed<\/a> – contrary to Article 14 of the Constitution of the Russian Federation on the separation of religious associations from the state,\u00a0the ROC de facto functions as the \u201cstate church\u201d that not only gives its blessings but also actively supports the policy of aggression. During the wars in\u00a0 Chechnya and Afghanistan, priests took part<\/a> in the moral support of the military,[2]<\/sup><\/a> and in some cases \u2013 directly in combat operations,<\/a>\u00a0however, in the modern war against Ukraine, the role of the ROC is significantly broader \u2013 from the ideological indoctrination of the population, and to the participation in the propagandistic campaigns the and militarization of children, in particular in the TOT.<\/a><\/p>\r\n\r\n\r\n\r\nThe ROC exercises a targeted ideological, spiritual, and patriotic influence on children and youth through educational programs, educational initiatives and cooperation with local administrations and educational institutions. This corresponds to the official ideology of the \u201cRussian world,\u201d as explicitly stated in the documents of the World Russian People\u2019s Council (hereinafter referred to as WRPC), headed by Patriarch Kirill. In the patriarch\u2019s report at the XXV WRPC, it is emphasised<\/a> that the \u201cRussian world\u201d<\/em> is not an ethnic, but a civilizational category based on the Orthodox tradition and loyalty to the Russian state. According to the Primate of the Russian Orthodox Church, it is Russia that has the \u201cmission\u201d to be the center of spiritual and cultural unity of all peoples that accept its system of values<\/em>.<\/p>\r\n <\/p>\r\n\r\n\r\n\r\n![\"\"](\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXeMvp8o43QjeQml7DFNLA1_w0MpAmkzKjGoSb2me9FwmmAiNxGecGyuLnI3-ULPcAwfbPBT9jDX7dWHPa2uQNgyQwOYJAEv8yoR6AWHFCtiAUY9zuid20VrTPNKNgUhyFKu48jJkw?key=kTVAAvlCuFhgbmsaPdo9VA\")

According to the WRPC Order \u201cPresent and Future of the Russian world\u201d (Russian \u2013 \u00ab\u041d\u0430\u0441\u0442\u043e\u044f\u0449\u0435\u0435 \u0438 \u0431\u0443\u0434\u0443\u0449\u0435\u0435 \u0420\u0443\u0441\u0441\u043a\u043e\u0433\u043e \u043c\u0438\u0440\u0430\u00bb) dated March 24, 2024, addressed to the legislative and executive authorities of Russia:<\/p>\r\n
\r\n- the war against Ukraine is called \u201choly,\u201d<\/strong> and Russia and its people \u201cdefend the single spiritual space of the Holy Rus,\u201d it is stated that \u201cafter its end, the entire territory of Ukraine must enter the zone of Russia\u2019s exclusive influence<\/strong>.\u201d<\/li>\r\n
- the need for \u201csovereignization of the education system\u201d and cleansing of the educational process from destructive ideological concepts and doctrines, primarily Western, which are alien to the Russian people and destructive for the Russian society<\/strong>\u201d is directly indicated<\/a>, instead it is recommended to implement a \u201csocio-humanitarian paradigm\u201d based on Russian civilizational identity and traditional Russian spiritual and moral values. The basis for this should be the Decree of the President of the Russian Federation No. 809 dated November 9, 2022 \u201cOn the adoption of the Principles of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values\u201d, which, among the traditional values, defines the following<\/a>: patriotism, service to the Fatherland and responsibility for its fate, the priority of the spiritual over the material, historical memory and continuity of generations, the unity of the peoples of Russia<\/em>.<\/span><\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n
<\/ul>\r\n\r\n\r\n\r\n\r\nThe expansion of the influence<\/span><\/b><\/h2>\r\n<\/div>\r\n\r\n\r\n\r\nThe implementation of the policy of ideological influence through education is systematically being introduced in all temporarily occupied territories of Ukraine. In particular, at the elementary school level the \u201cFundamentals of Religious Cultures and Secular Ethics\u201d (Russian \u2013 \u041e\u0441\u043d\u043e\u0432\u044b \u0440\u0435\u043b\u0438\u0433\u0438\u043e\u0437\u043d\u044b\u0445 \u043a\u0443\u043b\u044c\u0442\u0443\u0440 \u0438 \u0441\u0432\u0435\u0442\u0441\u043a\u043e\u0439 \u044d\u0442\u0438\u043a\u0438) has been introduced<\/a> as the mandatory course<\/a> for students of 4th<\/sup> grades<\/a>. Its introduction has been carried out<\/a> in close coordination<\/a> between local structures of the ROC and representatives of the occupation administrations, in particular the so-called ministries of education. Back in 2016, Lazar, Metropolitan of Simferopol and Crimea, publicly emphasized on the importance of creating a system of cooperation between clergy, pedagogists, and representatives of the occupation authorities in order to ensure the \u201cinfluence on the younger generation\u201d. However, in practice, the choice is ficti<\/span>ti<\/span>ous. According to media reports and social network posts, school administrations are mandating the study<\/a> of the \u201cFundamentals of Orthodox Culture\u201d module. Typically, the representatives of the ROC personally hold<\/a> the presentations of the course at parent meetings.<\/span><\/p>\r\n\r\n\r\n\r\n![\"Frame](\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/Frame-16-1.png\")
<\/figure><\/div>\r\n\r\n\r\nThe content of the course \u201cFundamentals of Orthodox Culture\u201d contains clearly defined ideological doctrines. Among the topics<\/a> are: \u201cRussia – our Homeland\u201d, \u201cLove and Respect for the Fatherland\u201d, and \u201cPatriotism of the Multinational and Multireligious People of Russia\u201d. The course is aimed<\/a> at shaping children\u2019s understanding of Russia\u2019s civic identity, a sense of connection to the \u201cRussian nation\u201d, pride for Russia as their own \u201chistorical Fatherland\u201d, and the devaluation of any alternatives, in particular Ukrainian national identity. As a result of the lessons, children should \u201cfeel a sense of pride for their Homeland\u201d (i.e., Russia).<\/p>\r\n\r\n\r\n\r\n![\"\"](\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXf1dZy7xPToGGpk3vRuF7UjaIBRE0akWHrizOekheWfF8UFws8mkypcrWn07RtOqeiiZiq3w_XZsY-laSmutTw-1S3V4VJqUskcBkGBcYgc4U6JJBXrZzBhCjlF-sef6oigi_Wn?key=kTVAAvlCuFhgbmsaPdo9VA\")
<\/figure><\/div>\r\n\r\n\r\nIn addition, starting from 2025, a new subject will be introduced<\/a> in schools in the temporarily occupied territories \u2013 \u201cFamily Studies\u201d (Russian \u2013 \u0421\u0435\u043c\u044c\u0435\u0432\u0435\u0434\u0435\u043d\u0438\u0435), which will be taught as part of the \u201cConversations about the important\u201d course. According to the official reports, this subject should contribute to solving<\/a> \u201cdemographic problems in the Russian Federation\u201d. Representatives of the ROC, who promote traditional religious views about the \u201cproper family\u201d, the roles of women and men, as well as instilling obedience and loyalty to the state in children, are involved<\/a> in teaching this subject.<\/span><\/p>\r\n\r\n\r\n\r\nOn the occupied Crimean Peninsula, an additional regional component was introduced<\/a> \u2013 the course \u201cFundamentals of the Orthodox Culture of Crimea\u201d (Russian \u2013 \u00ab\u041e\u0441\u043d\u043e\u0432\u044b \u043f\u0440\u0430\u0432\u043e\u0441\u043b\u0430\u0432\u043d\u043e\u0439 \u043a\u0443\u043b\u044c\u0442\u0443\u0440\u044b \u041a\u0440\u044b\u043c\u0430\u00bb), which covers grades 1 to 11.\u00a0 This course is a part of a broader policy of the ideological integration into the Russian cultural and historical space.\u00a0<\/p>\r\n\r\n\r\n\r\nDespite being declared voluntary, the study of the aforementioned subjects is, in fact, mandatory. They play a key role in shaping loyalty to the occupying authorities and also contribute to the imposition of Russian narratives about patriotism, obedience, and service to the state.<\/p>\r\n\r\n\r\n\r\n
Forms of propaganda work of the ROC<\/span><\/b><\/h2>\r\n\r\n\r\n\r\nIn addition to being integrated into the formal education system, representatives of the Russian Orthodox Church actively use extracurricular instruments to influence children\u2019s minds. For this purpose, the Synodal Department on Youth Affairs was created within the structure of the ROC, under the supervision of which operate: the All-Church Orthodox Youth Movement (Russian \u2013 \u0412\u0441\u0435\u0446\u0435\u0440\u043a\u043e\u0432\u043d\u043e\u0435 \u043f\u0440\u0430\u0432\u043e\u0441\u043b\u0430\u0432\u043d\u043e\u0435 \u043c\u043e\u043b\u043e\u0434\u0435\u0436\u043d\u043e\u0435 \u0434\u0432\u0438\u0436\u0435\u043d\u0438\u0435) and the Brotherhood of Orthodox Scouts<\/a> (Russian \u2013 \u0411\u0440\u0430\u0442\u0441\u0442\u0432\u043e \u041f\u0440\u0430\u0432\u043e\u0441\u043b\u0430\u0432\u043d\u044b\u0445 \u0421\u043b\u0435\u0434\u043e\u043f\u044b\u0442\u043e\u0432), which aim<\/a> their activities at \u201cshaping patriotic attitude towards the Fatherland (namely Russia) increasing the prestige of military service\u201d.<\/p>\r\nThe Brotherhood of Orthodox Scouts is an official children\u2019s branch of the youth movement within the framework of the Moscow Patriarchate, which declares<\/a> its goal to form a worldview in the younger generation based on \u201clove for God, the Fatherland (i.e., Russia) and one\u2019s neighbor.\u201d<\/p>\r\n<\/a>The branches of this brotherhood actively operate <\/span>in the <\/span>temporarily occupied territories of the Autonomous Republic of Crimea<\/a>, the city of Sevastopol<\/a>, Donetsk and Luhansk region<\/a><\/span>s<\/span>, as well as <\/span>the <\/span><\/a>Zaporizhzhia region. The motto of the Orthodox Scouts is \u201cBe ready! Always ready for God and Russia\u201d (Russian \u2013 \u201c<\/span>\u0411\u0443\u0434\u044c \u0433\u043e\u0442\u043e\u0432! \u0412\u0441\u0435\u0433\u0434\u0430 \u0433\u043e\u0442\u043e\u0432 \u0437\u0430 \u0411\u043e\u0433\u0430 \u0438 \u0420\u043e\u0441\u0441\u0438\u044e<\/span>!\u201d) \u2013 vividly illustrates the focus of the organization\u2019s activities, which, in fact, carries out the tasks of russifying children, displacing Ukrainian identity, and preparing young people for service in the structures of the Russian Federation.<\/span><\/p>\r\nA telling example is the event that was held in January 2025: at the initiative of the Crimean regional branch of Saint Luke of Crimea Brigade, members of the Melitopol branch of the Brotherhood of Orthodox Scouts were taken to the temporarily occupied territory of Crimea to participate in the winter gathering \u201cCadet Corps\u201d. The program of the event included<\/a> religious rituals (a prayer service), participants<\/span>\u2019<\/span> introduction, as well as training in first aid, basics of field engineering (fortification) and overcoming obstacles.<\/span><\/a><\/p>\r\n\r\n\r\n\r\n\r\n\r\n![\"Frame](\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/Frame-8-1-1200x801.png\")
<\/figure><\/div>\r\n\r\n\r\nIn May 2025, under the slogan of \u201creadiness for God and Russia\u201d, the Crimean regional branch of the Brotherhood organised<\/a> the St. George Parade titled \u201cChildren of the Victors\u201d, in which 250 children took part.<\/p>\r\n\r\n\r\n\r\nIn addition, for systematic ideological work with older youth aged from 14 to 35, in the temporarily occupied cities of Simferopol and Sevastopol, Orthodox youth centers \u201cTochka Opory\u201d (\u201cPoint of Support\u201d) have been opened<\/a>. The initiative to establish these centers came<\/a> from the Tikhon, Metropolitan of Simferopol and Crimea. Similar centers are also planned<\/a> to open in other cities of the temporarily occupied Crimea, including Yalta and Feodosiia.

<\/figure>\r\n<\/figure>\r\n\r\n\r\n\r\n\r\n\r\n\u00a0<\/h2>\r\n(Un)hidden militarization<\/strong><\/h2>\r\n\r\n\r\n\r\nIn addition to propaganda under the guise of spiritual education, the ROC openly supports armed aggression against Ukraine, promotes the idea of serving in the Armed Forces of the Russian Federation, and also systematically involves children and youth, including from the TOT, in events in support of the Russian military. The coordination of these actions within the structure of the ROC is carried out<\/a> by the Synodal Department for Interaction with the Armed Forces and Law Enforcement Agencies. The representatives of this department took part in the III International Anti-Fascist Congress \u201cFor Unity of All Anti-Fascism Forces and For Complete Victory over Nazism!\u201d, which was held within the framework of the International Military-Technical Forum \u201cArmy\u201d. As part of the event, issues of combating fascism, extremism, and nationalism were discussed<\/a> (note: in the Russian Federation, the ideologies of extremism and nationalism are equated with the pro-Ukrainian positions).<\/p>\r\n\r\n\r\n\r\nThe ROC systematically organises campaigns in support of Russian Servicemen, involving minors from the TOT:<\/p>\r\n\r\n\r\n\r\n
\r\n- Yalta Deanery (the temporarily occupied city of Yalta) with the involvement of an underaged boy, delivered<\/a> another vehicle to the zone of the so-called Special Military Operation.<\/span><\/li>\r\n\r\n\r\n\r\n
- For children attending Sunday School at the Church of the Resurrection of Christ the Savior (the temporarily occupied city of Yalta), at the initiative of the church community, servicemen of the \u201cBars-Crimea\u201d volunteer detachment conducted<\/a> a master class on disassembling and assembling the Kalashnikov assault rifle.<\/span><\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n

\r\n- Pupils of the Sunday school at the Church of Saint Barbara (temporarily occupied village Dobro, Simferopol Raion) were involved in<\/a> weaving camouflage nets for participants of the so-called Special Military Operation.<\/li>\r\n
- For pupils of the Sunday school at the church of Saint John Chrysostom (temporarily occupied city of Yalta), representatives of the \u201cCombat Brotherhood – South\u201d and the Union of Veterans of the so-called Special Military Operation conducted<\/a> the \u201cLesson of Courage.\u201d During the event, servicemen demonstrated military equipment to the children, taught them first aid, dressed them in bulletproof vests and helmets, and the children participated in photo sessions with servicemen of the Russian Federation.<\/span><\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n

\r\n- Often, during military-themed events for children, priests themselves often take up arms. For example, the rector of the Holy Intercession Church in Simeiz, Archpriest Evgeniy Khalabuzar, took part in<\/a> a master class on shooting and assembling\/disassembling the AK-47 rifle at the Simeiz community club together with children.<\/span><\/li>\r\n
- During another event, the same priest of the ROC, while assembling a rifle, emphasised<\/a> to children the need to \u201clove and be devoted to their Fatherland and God.\u201d<\/li>\r\n
- Also, representatives of the Archangel Sunday school (temporarily occupied village Oreanda) held a meeting with students of 6th grades of Yalta Secondary School-Lyceum No. 9 as part of the course \u201cConversations about the important\u201d. Students were indoctrinated with narratives<\/a> about a \u201cfuture victory over modern Nazism\u201d (note: this refers to Russia\u2019s victory in the war against Ukraine).<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n

The practice of militari<\/span>s<\/span>ation and propaganda education by the ROC covers not only the TOT of Crimea, but also other occupied territories. For example, in the TOT of <\/span>the <\/span>Luhansk region, an interfaith forum \u201cReligion and Peace\u201d was held<\/a> with the participation of representatives of the ROC from the occupied Donetsk region. The event aimed<\/a> at developing new approaches to influence children and youth in order to impose Russian cultural and patriotic identity on them. In the temporarily occupied territory of <\/span>the <\/span>Zaporizhzhia region, in the city of Berdiansk, one of the educational institutions has been brought under the authority of the Russian Orthodox Church. Since 2023, the local school No. 5 has been transformed<\/a> by the local authorities into the \u201cOrthodox Gymnasium\u201d, where in <\/span>the <\/span>2023-2024 school year, 11 children (1-4 grades) were enrolled, and in <\/span>the <\/span>2024-2025 school year, the number of students increased to 40. Funding for the institution is provided by<\/a> the regional budget and the diocese. During their studies, children are subjected to \u201cspiritual-moral and patriotic education\u201d, as well as \u201cChristian values\u201d. At the event held at this Orthodox Gymnasium commemorating May 9th, ideological statements supporting the war and manipulating Orthodox values were heard<\/a>: \u201cthere is no greater honor than sacrificing yourself\u201d, <\/em>and teachers expressed the hope that \u201cchildren will carry on the legacy of our grandfathers and great-grandfathers\u201d<\/em>.<\/span><\/p>\r\n\r\n\r\n\r\nIn conclusion, the activities of the Russian Orthodox Church in the temporarily occupied territories of Ukraine extend far beyond the spiritual realm and become an integral part of the state policy of the Russian Federation aimed at imposing the ideology of the \u201cRussian world.\u201d Through educational programs, youth movements and involvement in the militarization of minors, the ROC plays a key role in shaping a pro-Russian identity, legitimizing the war, and supporting the occupation administrations. Such practices flagrantly violate International Humanitarian Law and the Convention on the Rights of the Child. Therefore, the systematic use of religion as an instrument for ideological aggression, particularly targeting children, must become a subject of international investigation, and those involved in the propaganda of war and the militarization of children should be held accountable.<\/p>\r\n\r\n\r\n\r\n

The ROC exercises a targeted ideological, spiritual, and patriotic influence on children and youth through educational programs, educational initiatives and cooperation with local administrations and educational institutions. This corresponds to the official ideology of the \u201cRussian world,\u201d as explicitly stated in the documents of the World Russian People\u2019s Council (hereinafter referred to as WRPC), headed by Patriarch Kirill. In the patriarch\u2019s report at the XXV WRPC, it is emphasised<\/a> that the \u201cRussian world\u201d<\/em> is not an ethnic, but a civilizational category based on the Orthodox tradition and loyalty to the Russian state. According to the Primate of the Russian Orthodox Church, it is Russia that has the \u201cmission\u201d to be the center of spiritual and cultural unity of all peoples that accept its system of values<\/em>.<\/p>\r\n <\/p>\r\n\r\n\r\n\r\n <\/p>\r\n\r\n\r\n\r\n According to the WRPC Order \u201cPresent and Future of the Russian world\u201d (Russian \u2013 \u00ab\u041d\u0430\u0441\u0442\u043e\u044f\u0449\u0435\u0435 \u0438 \u0431\u0443\u0434\u0443\u0449\u0435\u0435 \u0420\u0443\u0441\u0441\u043a\u043e\u0433\u043e \u043c\u0438\u0440\u0430\u00bb) dated March 24, 2024, addressed to the legislative and executive authorities of Russia:<\/p>\r\n The implementation of the policy of ideological influence through education is systematically being introduced in all temporarily occupied territories of Ukraine. In particular, at the elementary school level the \u201cFundamentals of Religious Cultures and Secular Ethics\u201d (Russian \u2013 \u041e\u0441\u043d\u043e\u0432\u044b \u0440\u0435\u043b\u0438\u0433\u0438\u043e\u0437\u043d\u044b\u0445 \u043a\u0443\u043b\u044c\u0442\u0443\u0440 \u0438 \u0441\u0432\u0435\u0442\u0441\u043a\u043e\u0439 \u044d\u0442\u0438\u043a\u0438) has been introduced<\/a> as the mandatory course<\/a> for students of 4th<\/sup> grades<\/a>. Its introduction has been carried out<\/a> in close coordination<\/a> between local structures of the ROC and representatives of the occupation administrations, in particular the so-called ministries of education. Back in 2016, Lazar, Metropolitan of Simferopol and Crimea, publicly emphasized on the importance of creating a system of cooperation between clergy, pedagogists, and representatives of the occupation authorities in order to ensure the \u201cinfluence on the younger generation\u201d. However, in practice, the choice is ficti<\/span>ti<\/span>ous. According to media reports and social network posts, school administrations are mandating the study<\/a> of the \u201cFundamentals of Orthodox Culture\u201d module. Typically, the representatives of the ROC personally hold<\/a> the presentations of the course at parent meetings.<\/span><\/p>\r\n\r\n\r\n The content of the course \u201cFundamentals of Orthodox Culture\u201d contains clearly defined ideological doctrines. Among the topics<\/a> are: \u201cRussia – our Homeland\u201d, \u201cLove and Respect for the Fatherland\u201d, and \u201cPatriotism of the Multinational and Multireligious People of Russia\u201d. The course is aimed<\/a> at shaping children\u2019s understanding of Russia\u2019s civic identity, a sense of connection to the \u201cRussian nation\u201d, pride for Russia as their own \u201chistorical Fatherland\u201d, and the devaluation of any alternatives, in particular Ukrainian national identity. As a result of the lessons, children should \u201cfeel a sense of pride for their Homeland\u201d (i.e., Russia).<\/p>\r\n\r\n\r\n In addition, starting from 2025, a new subject will be introduced<\/a> in schools in the temporarily occupied territories \u2013 \u201cFamily Studies\u201d (Russian \u2013 \u0421\u0435\u043c\u044c\u0435\u0432\u0435\u0434\u0435\u043d\u0438\u0435), which will be taught as part of the \u201cConversations about the important\u201d course. According to the official reports, this subject should contribute to solving<\/a> \u201cdemographic problems in the Russian Federation\u201d. Representatives of the ROC, who promote traditional religious views about the \u201cproper family\u201d, the roles of women and men, as well as instilling obedience and loyalty to the state in children, are involved<\/a> in teaching this subject.<\/span><\/p>\r\n\r\n\r\n\r\n On the occupied Crimean Peninsula, an additional regional component was introduced<\/a> \u2013 the course \u201cFundamentals of the Orthodox Culture of Crimea\u201d (Russian \u2013 \u00ab\u041e\u0441\u043d\u043e\u0432\u044b \u043f\u0440\u0430\u0432\u043e\u0441\u043b\u0430\u0432\u043d\u043e\u0439 \u043a\u0443\u043b\u044c\u0442\u0443\u0440\u044b \u041a\u0440\u044b\u043c\u0430\u00bb), which covers grades 1 to 11.\u00a0 This course is a part of a broader policy of the ideological integration into the Russian cultural and historical space.\u00a0<\/p>\r\n\r\n\r\n\r\n Despite being declared voluntary, the study of the aforementioned subjects is, in fact, mandatory. They play a key role in shaping loyalty to the occupying authorities and also contribute to the imposition of Russian narratives about patriotism, obedience, and service to the state.<\/p>\r\n\r\n\r\n\r\n In addition to being integrated into the formal education system, representatives of the Russian Orthodox Church actively use extracurricular instruments to influence children\u2019s minds. For this purpose, the Synodal Department on Youth Affairs was created within the structure of the ROC, under the supervision of which operate: the All-Church Orthodox Youth Movement (Russian \u2013 \u0412\u0441\u0435\u0446\u0435\u0440\u043a\u043e\u0432\u043d\u043e\u0435 \u043f\u0440\u0430\u0432\u043e\u0441\u043b\u0430\u0432\u043d\u043e\u0435 \u043c\u043e\u043b\u043e\u0434\u0435\u0436\u043d\u043e\u0435 \u0434\u0432\u0438\u0436\u0435\u043d\u0438\u0435) and the Brotherhood of Orthodox Scouts<\/a> (Russian \u2013 \u0411\u0440\u0430\u0442\u0441\u0442\u0432\u043e \u041f\u0440\u0430\u0432\u043e\u0441\u043b\u0430\u0432\u043d\u044b\u0445 \u0421\u043b\u0435\u0434\u043e\u043f\u044b\u0442\u043e\u0432), which aim<\/a> their activities at \u201cshaping patriotic attitude towards the Fatherland (namely Russia) increasing the prestige of military service\u201d.<\/p>\r\n The Brotherhood of Orthodox Scouts is an official children\u2019s branch of the youth movement within the framework of the Moscow Patriarchate, which declares<\/a> its goal to form a worldview in the younger generation based on \u201clove for God, the Fatherland (i.e., Russia) and one\u2019s neighbor.\u201d<\/p>\r\n <\/a>The branches of this brotherhood actively operate <\/span>in the <\/span>temporarily occupied territories of the Autonomous Republic of Crimea<\/a>, the city of Sevastopol<\/a>, Donetsk and Luhansk region<\/a><\/span>s<\/span>, as well as <\/span>the <\/span><\/a>Zaporizhzhia region. The motto of the Orthodox Scouts is \u201cBe ready! Always ready for God and Russia\u201d (Russian \u2013 \u201c<\/span>\u0411\u0443\u0434\u044c \u0433\u043e\u0442\u043e\u0432! \u0412\u0441\u0435\u0433\u0434\u0430 \u0433\u043e\u0442\u043e\u0432 \u0437\u0430 \u0411\u043e\u0433\u0430 \u0438 \u0420\u043e\u0441\u0441\u0438\u044e<\/span>!\u201d) \u2013 vividly illustrates the focus of the organization\u2019s activities, which, in fact, carries out the tasks of russifying children, displacing Ukrainian identity, and preparing young people for service in the structures of the Russian Federation.<\/span><\/p>\r\n A telling example is the event that was held in January 2025: at the initiative of the Crimean regional branch of Saint Luke of Crimea Brigade, members of the Melitopol branch of the Brotherhood of Orthodox Scouts were taken to the temporarily occupied territory of Crimea to participate in the winter gathering \u201cCadet Corps\u201d. The program of the event included<\/a> religious rituals (a prayer service), participants<\/span>\u2019<\/span> introduction, as well as training in first aid, basics of field engineering (fortification) and overcoming obstacles.<\/span><\/a><\/p>\r\n\r\n\r\n\r\n\r\n In May 2025, under the slogan of \u201creadiness for God and Russia\u201d, the Crimean regional branch of the Brotherhood organised<\/a> the St. George Parade titled \u201cChildren of the Victors\u201d, in which 250 children took part.<\/p>\r\n\r\n\r\n\r\n In addition, for systematic ideological work with older youth aged from 14 to 35, in the temporarily occupied cities of Simferopol and Sevastopol, Orthodox youth centers \u201cTochka Opory\u201d (\u201cPoint of Support\u201d) have been opened<\/a>. The initiative to establish these centers came<\/a> from the Tikhon, Metropolitan of Simferopol and Crimea. Similar centers are also planned<\/a> to open in other cities of the temporarily occupied Crimea, including Yalta and Feodosiia. In addition to propaganda under the guise of spiritual education, the ROC openly supports armed aggression against Ukraine, promotes the idea of serving in the Armed Forces of the Russian Federation, and also systematically involves children and youth, including from the TOT, in events in support of the Russian military. The coordination of these actions within the structure of the ROC is carried out<\/a> by the Synodal Department for Interaction with the Armed Forces and Law Enforcement Agencies. The representatives of this department took part in the III International Anti-Fascist Congress \u201cFor Unity of All Anti-Fascism Forces and For Complete Victory over Nazism!\u201d, which was held within the framework of the International Military-Technical Forum \u201cArmy\u201d. As part of the event, issues of combating fascism, extremism, and nationalism were discussed<\/a> (note: in the Russian Federation, the ideologies of extremism and nationalism are equated with the pro-Ukrainian positions).<\/p>\r\n\r\n\r\n\r\n The ROC systematically organises campaigns in support of Russian Servicemen, involving minors from the TOT:<\/p>\r\n\r\n\r\n\r\n <\/p>\r\n <\/p>\r\n\r\n\r\n\r\n <\/p>\r\n\r\n\r\n\r\n The practice of militari<\/span>s<\/span>ation and propaganda education by the ROC covers not only the TOT of Crimea, but also other occupied territories. For example, in the TOT of <\/span>the <\/span>Luhansk region, an interfaith forum \u201cReligion and Peace\u201d was held<\/a> with the participation of representatives of the ROC from the occupied Donetsk region. The event aimed<\/a> at developing new approaches to influence children and youth in order to impose Russian cultural and patriotic identity on them. In the temporarily occupied territory of <\/span>the <\/span>Zaporizhzhia region, in the city of Berdiansk, one of the educational institutions has been brought under the authority of the Russian Orthodox Church. Since 2023, the local school No. 5 has been transformed<\/a> by the local authorities into the \u201cOrthodox Gymnasium\u201d, where in <\/span>the <\/span>2023-2024 school year, 11 children (1-4 grades) were enrolled, and in <\/span>the <\/span>2024-2025 school year, the number of students increased to 40. Funding for the institution is provided by<\/a> the regional budget and the diocese. During their studies, children are subjected to \u201cspiritual-moral and patriotic education\u201d, as well as \u201cChristian values\u201d. At the event held at this Orthodox Gymnasium commemorating May 9th, ideological statements supporting the war and manipulating Orthodox values were heard<\/a>: \u201cthere is no greater honor than sacrificing yourself\u201d, <\/em>and teachers expressed the hope that \u201cchildren will carry on the legacy of our grandfathers and great-grandfathers\u201d<\/em>.<\/span><\/p>\r\n\r\n\r\n\r\n In conclusion, the activities of the Russian Orthodox Church in the temporarily occupied territories of Ukraine extend far beyond the spiritual realm and become an integral part of the state policy of the Russian Federation aimed at imposing the ideology of the \u201cRussian world.\u201d Through educational programs, youth movements and involvement in the militarization of minors, the ROC plays a key role in shaping a pro-Russian identity, legitimizing the war, and supporting the occupation administrations. Such practices flagrantly violate International Humanitarian Law and the Convention on the Rights of the Child. Therefore, the systematic use of religion as an instrument for ideological aggression, particularly targeting children, must become a subject of international investigation, and those involved in the propaganda of war and the militarization of children should be held accountable.<\/p>\r\n\r\n\r\n\r\n Russia still has not come to terms with the loss of control over the former republics after the collapse of the Soviet Union.
