Education has become one of the key tools used to russify, indoctrinate, and militarise children and young people living under the control of the occupation regime.<\/p>\r\n\r\n\r\n\r\n<p style=\"font-weight: 400;\">Following the occupation of the Autonomous Republic of Crimea (hereinafter \u2013 the AR of Crimea) and the city of Sevastopol in 2014, Russia began implementing a full reorganisation of the education system in the TOT in line with Russian legislation. This system, often referred to as the \u201cCrimean scenario\u201d, involves not only the full integration of education into Russia\u2019s legal, political, and ideological framework, but also the systematic imposition of Russian identity through so-called \u201ceducational\u201d activities, the militarisation of schools, and the eradication of the Ukrainian language and cultural environment.* This approach was later extended to other TOT, including parts of Zaporizhzhia and Kherson regions.<\/p>\r\n<p>* More details can be found in the analytical report by the Centre for Civic Education \u201cAlmenda\u201d: <a href=\"https:\/\/almenda.org\/wp-content\/uploads\/2023\/02\/Analytical-report-The-%E2%80%98Crimea-scenario-how-the-Russian-Federation-is-destroying-the-Ukrainian-identity-of-children-in-the-occupied-territories.pdf\">The \u00abCrimea scenario\u00bb: how the Russian Federation is destroying the Ukrainian identity of children in the occupied territories<\/a><\/p>\r\n\r\n\r\n\r\n\r\n\r\n<p style=\"font-weight: 400;\">As of the 2024\/2025 academic <a href=\"https:\/\/archive.ph\/vWZkl\">year<\/a>,** <a href=\"https:\/\/archive.ph\/wip\/UDn9P\">282,900 children<\/a>\u00a0in TOT of the AR of Crimea and Sevastopol are being educated according to <a href=\"https:\/\/archive.ph\/wip\/4Lqm7\">Russian state standards<\/a> in <a href=\"https:\/\/archive.ph\/XVLwE\">608 schools<\/a><em>.<\/em><em> This year marks the first graduating class of Year 11 pupils who have completed their entire schooling under the Russian system, from Year 1 through to the end of their education. These children began school in September 2014 and have spent 11 years under conditions of systematic eradication of Ukrainian identity, ideological pressure, and pro-Russian patriotic indoctrination.<\/em><\/p>\r\n<p>** \u00a0Due to limited access to the occupied territories, the statistical information is based on open sources and the actual figures may differ.<\/p>\r\n\r\n\r\n\r\n\r\n\r\n<p style=\"font-weight: 400;\">This article examines who, at the level of the TOT of the AR of Crimea and the city of Sevastopol, is responsible for turning the school education system, both formal and non-formal, into a tool for the deliberate eradication of Ukrainian studies, indoctrination, militarisation, and the promotion of service in the armed forces of the aggressor state.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\"><strong>Education Under Occupation: The Transition of Crimean Schools to Russian Standards\u00a0<\/strong><\/h2>\r\n\r\n\r\n\r\n<p style=\"font-weight: 400;\">Immediately following the occupation of the AR of Crimea and the city of Sevastopol, Russia took control of all state and municipal institutions on the peninsula, including the education system. From that point on, their activities were effectively governed by Russian legislation. In May 2014, the President of the Russian Federation, Vladimir Putin, <a href=\"https:\/\/archive.ph\/V6I7t\">signed<\/a> a law integrating the education systems of the TOT of the AR of Crimea and Sevastopol into the Russian educational framework. Starting from 1 September 2014, schools began teaching according to <a href=\"https:\/\/archive.ph\/wip\/1HniK\">Russian curricula<\/a>. This was made possible through the retraining of all schoolteachers in Crimea \u2013 one source mentions <a href=\"https:\/\/archive.ph\/wip\/1HniK\">around 20,000 teachers<\/a>, while another refers to <a href=\"https:\/\/archive.ph\/wip\/3bfbq\">22,000<\/a> \u2013 and the delivery of Russian textbooks for pupils. In total, Russia <a href=\"https:\/\/archive.ph\/wip\/mfSsg\">supplied <strong>2,904,468 textbooks<\/strong><\/a><strong> (!)<\/strong> to the occupied peninsula (2,440,586 to the TOT of the AR of Crimea and 463,882 to the TOT of the city of Sevastopol). The full transition of schools to Russian standards <a href=\"https:\/\/archive.ph\/wip\/iPalP\">was expected<\/a> to take approximately three years. Irina Manuylova, then head of the United Russia party\u2019s \u201cEducation Modernisation\u201d project and Deputy Chair of the State Duma Committee on Education (at that time), <a href=\"https:\/\/archive.ph\/wip\/DY7D3\">announced<\/a> that the final deadline for this transition was 1 January 2016.<a href=\"applewebdata:\/\/D6D1EA9F-7AB5-4663-87D2-F6FFEFD4CB13#_ftn7\" name=\"_ftnref7\"><sup>[7]<\/sup><\/a><a href=\"applewebdata:\/\/D6D1EA9F-7AB5-4663-87D2-F6FFEFD4CB13#_ftnref2\" name=\"_ftn2\"><\/a><\/p>\r\n<p>&nbsp;<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1200\" height=\"481\" class=\"wp-image-8032\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/Frame-7-1200x481.png\" alt=\"Frame 7\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/Frame-7-1200x481.png 1200w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/Frame-7-820x329.png 820w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/Frame-7-768x308.png 768w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/Frame-7.png 1491w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/figure>\r\n\r\n\r\n\r\n<p style=\"font-weight: 400;\">In spring 2014, the so-called \u201cMinistry of Education, Science and Youth of the Republic of Crimea\u201d <a href=\"https:\/\/archive.ph\/abCVn\">was established<\/a>, based in the occupied city of Simferopol, along with the so-called \u201c<a href=\"https:\/\/archive.ph\/wip\/8w12w\">Main Department of Education and Science of the City of Sevastopol<\/a>\u201d. On 17 March 2015, this body <a href=\"https:\/\/archive.ph\/wip\/1YkT0\">was renamed<\/a> the so-called \u201cDepartment of Education of the City of Sevastopol\u201d, and <a href=\"https:\/\/archive.ph\/wip\/0CWOX\">since 2019,<\/a> it has operated under the name \u201c<a href=\"https:\/\/archive.ph\/wip\/Rntwl\">Department of Education and Science of the City of Sevastopol<\/a>\u201d.<\/p>\r\n<p style=\"font-weight: 400;\">Under the full control of these occupation structures, and with the direct involvement of their leadership, the complete integration of schools in the TOT of the AR of Crimea and Sevastopol into the education system of the RF was carried out. Over more than 11 years of occupation, the educational environment has undergone profound transformations, which have had an extremely negative impact on the content of teaching, the organisation of school life, and the shaping of children\u2019s worldview. Amid targeted and systematic russification, the Ukrainian language, culture and national identity have been supressed, Russian education standards imposed, and ideological control and militarisation of the learning process intensified. This policy is being implemented not only through formal education, but also through youth organisations, \u201cpatriotic\u201d camps, and non-formal education. More detail can be found in our organisation\u2019s report: <a href=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/04\/CR_web_ENG.pdf\">\u201c\u2018Crimean Scenario 2.0\u2019: How the Russian Federation is Eradicating Ukrainian Identity in Children in Occupied Territories\u201d<\/a>.<\/p>\r\n\r\n\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\"><strong>\u201cThe Face of Education\u201d: Who Runs the Occupation Authorities in the AR of Crimea and the city of Sevastopol<\/strong><\/h2>\r\n\r\n\r\n\r\n<p><strong><em>TOT of the AR of Crimea<\/em><\/strong><\/p>\r\n\r\n\r\n\r\n<p style=\"font-weight: 400;\">After the start of Russia\u2019s occupation of Crimea, the peninsula\u2019s education sector came under the leadership of Ukrainian educators who agreed to cooperate with the occupation administration. They were the ones who initiated the systematic dismantling of Ukrainian education, the introduction of Russian curricula, the implementation of military training in schools, and facilitated the transfer of Ukrainian children from other TOT to occupied Crimea. This refers to <strong>Natalia Goncharova <\/strong>and<strong> Valentina Lavrik<\/strong> \u2013 the so-called \u201cMinisters of Education\u201d in the TOT of the AR of Crimea. These two figures became key agents in carrying out the educational occupation of the AR of Crimea.<\/p>\r\n\r\n\r\n\r\n<p><em><strong>Natalia Goncharova (2014\u20132019)<\/strong><\/em><\/p>\r\n\r\n\r\n<div class=\"wp-block-image\">\r\n<figure class=\"alignleft size-large is-resized\"><img decoding=\"async\" class=\"wp-image-8043\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u0433\u043e\u043d\u0447\u0430\u0440\u043e\u0432\u0430-1200x679.webp\" alt=\"\u0433\u043e\u043d\u0447\u0430\u0440\u043e\u0432\u0430\" width=\"327\" height=\"185\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u0433\u043e\u043d\u0447\u0430\u0440\u043e\u0432\u0430-1200x679.webp 1200w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u0433\u043e\u043d\u0447\u0430\u0440\u043e\u0432\u0430-820x464.webp 820w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u0433\u043e\u043d\u0447\u0430\u0440\u043e\u0432\u0430-768x434.webp 768w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u0433\u043e\u043d\u0447\u0430\u0440\u043e\u0432\u0430-1536x869.webp 1536w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u0433\u043e\u043d\u0447\u0430\u0440\u043e\u0432\u0430-2048x1158.webp 2048w\" sizes=\"(max-width: 327px) 100vw, 327px\" \/><\/figure><\/div>\r\n\r\n\r\n<p>&nbsp;<\/p>\r\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/web.archive.org\/web\/20190526211457\/https:\/\/monm.rk.gov.ru\/ru\/head\/show\/13\"><strong>Natalia <\/strong><strong>G<\/strong><strong>oncharova<\/strong><\/a>, born in 1970 in Zhytomyr region, holds higher education degrees in geography (Simferopol State University, 1994) and law (Kyiv National University of Trade and Economics, 2009).<\/p>\r\n<p style=\"font-weight: 400;\">She <a href=\"https:\/\/web.archive.org\/web\/20190526211457\/https:\/\/monm.rk.gov.ru\/ru\/head\/show\/13\">worked<\/a> in educational institutions in Kyiv and the AR of Crimea, including as a geography teacher and deputy headteacher in schools. From December 2012 until the Russian occupation of Crimea, she served as <a href=\"https:\/\/web.archive.org\/web\/20190526211457\/https:\/\/monm.rk.gov.ru\/ru\/head\/show\/13\">Minister of Education, Science, Youth and Sports of the Autonomous Republic of Crimea<\/a>.\u00a0<a href=\"applewebdata:\/\/4FF43119-758D-4411-B014-2FEB6B3D6132#_ftnref1\" name=\"_ftn1\"><\/a><\/p>\r\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/web.archive.org\/web\/20190526211457\/https:\/\/monm.rk.gov.ru\/ru\/head\/show\/13\">Immediately after the occupation began<\/a>, Goncharova <a href=\"https:\/\/archive.ph\/wip\/H3vRr\">agreed to collaborate<\/a> with the Russian administration and took charge of the so-called \u201cMinistry of Education, Science and Youth of the Republic of Crimea\u201d, which she headed <a href=\"https:\/\/archive.ph\/wip\/RrsXG\">until November 2019<\/a>. Following her dismissal from the \u201cministry\u201d, she has continued to serve as head of the <a href=\"https:\/\/archive.ph\/wip\/i97oq\">\u201cCrimean Spring\u201d Lyceum in Simferopol district<\/a>. She has received awards from the occupation authorities, including the \u201c<a href=\"https:\/\/web.archive.org\/web\/20190526211457\/https:\/\/monm.rk.gov.ru\/ru\/head\/show\/13\">For Valorous Labour<\/a>\u201d medal (2015)<a href=\"applewebdata:\/\/1CF16663-F35B-40FE-A805-C1125CD3D0AC#_ftn5\" name=\"_ftnref5\"><sup>[5]<\/sup><\/a> and the honorary title \u201c<a href=\"https:\/\/archive.ph\/wip\/O3pRW\">Honoured Worker of General Education of the Russian Federation<\/a>\u201d (2015).<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1200\" height=\"785\" class=\"wp-image-8045\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/7A7A7073-1-1200x785.jpg\" alt=\"\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/7A7A7073-1-1200x785.jpg 1200w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/7A7A7073-1-820x536.jpg 820w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/7A7A7073-1-768x502.jpg 768w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/7A7A7073-1-1536x1005.jpg 1536w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/7A7A7073-1-2048x1339.jpg 2048w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/figure>\r\n\r\n\r\n\r\n<p style=\"font-weight: 400;\"><em>In the photo: N. Source: <a href=\"https:\/\/glava.rk.gov.ru\/articles\/99b7f5f5-7cb6-4fcf-81d0-e3d0e7a6b077?ysclid=mayztwqimt10182321\">https:\/\/glava.rk.gov.ru\/articles\/99b7f5f5-7cb6-4fcf-81d0-e3d0e7a6b077?ysclid=mayztwqimt10182321<\/a>, archive <a href=\"https:\/\/archive.ph\/wip\/QL1nD\">https:\/\/archive.ph\/wip\/QL1nD<\/a><\/em><\/p>\r\n\r\n\r\n\r\n<p style=\"font-weight: 400;\">In the role of so-called \u201cMinister\u201d, Natalia Goncharova:<\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/archive.ph\/3bfbq\">coordinated the replacement of Ukrainian textbooks with Russian ones and implemented the norms of the occupation \u201clegislation\u201d in the education system<\/a><span style=\"font-style: normal; font-variant-caps: normal;\">;<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/archive.ph\/wip\/OKGNA\">banned<\/a> the teaching of Ukrainian history and <a href=\"https:\/\/archive.ph\/wip\/zxYva\">switched<\/a> school grading to the Russian five-point system;<\/li>\r\n<li style=\"font-weight: 400;\">oversaw the elimination of Ukrainian-language education. Before the occupation of Crimea, 100% of children studied Ukrainian language and literature as part of the school curriculum. There were 7 schools on the peninsula where instruction was conducted in Ukrainian, another 76 schools offered both Ukrainian and Russian, and there were 829 Ukrainian-language classes in total. By the end of Goncharova\u2019s term (2018\/2019 academic year), only<a href=\"https:\/\/archive.ph\/UqiS3\"> 1 school<\/a> (with 9 classes) remained with Ukrainian as the language of instruction, along with 8 Ukrainian-language classes across 5 other schools.<br \/>Back in 2015, in one <a href=\"https:\/\/archive.ph\/wip\/8gwWp\">interview<\/a>, Goncharova acknowledged that there were no longer any Ukrainian schools in Crimea \u2013 only individual classes with Ukrainian-language instruction remained, and in \u201cmany schools across the republic, Ukrainian is taught as an optional subject\u201d. This contradiction between the then \u201cminister\u2019s\u201d statements and later published data likely indicates that Ukrainian-language education had been reduced to a mere formality \u2013 <a href=\"https:\/\/www.voicecrimea.com.ua\/uk\/analytics\/post\/ee0e2309-559c-4bb3-9688-0dc838f75102\/\">existing only on paper<\/a>. The formal preservation of such Ukrainian-language elements appears to be a tool to deflect criticism and pressure from international organisations and to mask the deliberate policy of eradicating all Ukrainian elements from the educational space of occupied Crimea.<\/li>\r\n<li style=\"font-weight: 400;\">effectively <a href=\"https:\/\/archive.ph\/wip\/PVPBU\">forced<\/a> school leavers in the TOT of Crimea to obtain Russian passports as a condition for being allowed to sit exams and apply to higher education institutions. Children holding Ukrainian passports were technically permitted to take exams and enrol, but only as foreign nationals \u2013 a status that created additional barriers and placed them in a discriminatory position.<\/li>\r\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/archive.ph\/wip\/U88Fn\">is involved<\/a> in the transfer of children from the TOT of Donetsk and Luhansk regions to Crimea.<\/li>\r\n\r\n\r\n\r\n\r\n\r\n\r\n<\/ul>\r\n<!-- \/wp:list -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\">According to <a href=\"https:\/\/archive.ph\/3bfbq\">her<\/a>, a key \u201cachievement\u201d was that \u201cteachers transitioned into the Russian educational sphere without disrupting the system\u201d.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\"><strong>In November 2024, <\/strong><strong>G<\/strong><strong>oncharova <a href=\"https:\/\/archive.ph\/XXPNM\">was officially charged<\/a> under Article 111, Part 1 of the Criminal Code of Ukraine \u2013 high treason. She <a href=\"https:\/\/www.president.gov.ua\/storage\/j-files-storage\/00\/61\/38\/7acdc562eac694f9f6ff38876a6ce7da_1529653359.pdf\">has been subject<\/a> to Ukrainian sanctions since 2018.<\/strong><\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>&nbsp;<\/p>\r\n<div><strong><i><span lang=\"uk\">Valentina Lavrik (2019 \u2013 present)<\/span><\/i><\/strong><\/div>\r\n<div>\u00a0<\/div>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:image {\"align\":\"left\",\"id\":8040,\"width\":337,\"height\":190,\"sizeSlug\":\"large\",\"linkDestination\":\"none\"} -->\r\n<figure class=\"wp-block-image alignleft size-large is-resized\"><img decoding=\"async\" class=\"wp-image-8040\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u043b\u0430\u0432\u0440\u0438\u043a-1200x681.webp\" alt=\"\u043b\u0430\u0432\u0440\u0438\u043a\" width=\"337\" height=\"190\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u043b\u0430\u0432\u0440\u0438\u043a-1200x681.webp 1200w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u043b\u0430\u0432\u0440\u0438\u043a-820x465.webp 820w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u043b\u0430\u0432\u0440\u0438\u043a-768x436.webp 768w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u043b\u0430\u0432\u0440\u0438\u043a-1536x871.webp 1536w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/\u043b\u0430\u0432\u0440\u0438\u043a-2048x1161.webp 2048w\" sizes=\"(max-width: 337px) 100vw, 337px\" \/><\/figure>\r\n<!-- \/wp:image -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\"><strong>Valentina Lavrik<\/strong> <a href=\"https:\/\/archive.ph\/wip\/Qa1J4\">was born<\/a> on 25 February 1969 in the village of Khomenki, Sharhorod district, Vinnytsia region. In 1995, she graduated from Simferopol State University with a degree in Ukrainian language teaching.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\">Until 2014, she worked in educational institutions in Crimea, including as a Ukrainian language teacher and in various administrative roles. In April 2014, after the then-head of the Ukrainian School-Gymnasium in Simferopol <a href=\"https:\/\/www.voicecrimea.com.ua\/uk\/analytics\/post\/ee0e2309-559c-4bb3-9688-0dc838f75102\/\">was pressured<\/a> by the \u201cCrimean Self-Defence\u201d forces, Lavrik was appointed as head of the school, which by that time had been renamed by the occupation administration as the \u201cSimferopol Academic Gymnasium\u201d. She held this position until 2019, and in December of that year was appointed as the <a href=\"https:\/\/archive.ph\/wip\/5OWUt\">so-called \u201cMinister of Education, Science and Youth of the Republic of Crimea\u201d<\/a>. In 2024, she <a href=\"https:\/\/archive.ph\/wip\/u9yft\">was reappointed<\/a> to the same post.<a href=\"applewebdata:\/\/5E1F660A-5A19-4067-9FC9-DA2A21364A7B#_ftn3\" name=\"_ftnref3\"><sup>[3]<\/sup><\/a> She is also a <a href=\"https:\/\/archive.ph\/wip\/GCPm6\">member<\/a> of the supervisory board of the Crimean branch of the propaganda organisation \u201cZnanie\u201d (\u201cKnowledge\u201d).<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\">Like her predecessor, Lavrik has received awards from the occupation authorities, including: a Commendation from the State Council of the Republic of Crimea (2015), the \u201cFor Valorous Labour\u201d medal (2018), and the honorary title \u201cHonoured Worker of Education of the Russian Federation\u201d (2023). Her \u201cwork\u201d <a href=\"https:\/\/archive.ph\/Qa1J4\">has also been recognised<\/a> with a <em>Commendation from the President of the Russian Federation <\/em>(2023) and an <em>Honorary Certificate from the <strong>Ministry of Defence of the Russian Federation<\/strong><\/em> (2023).<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\">Under Lavrik\u2019s leadership, the education system in the TOT of the AR of Crimea has been fully transformed into a tool of militarisation and ideological indoctrination of children. Her \u201csuccesses\u201d in this area are reflected in the abovementioned award from the Russian Ministry of Defence.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\">While serving as the so-called \u201cMinister of Education\u201d, Lavrik has particularly \u201cdistinguished\u201d herself by the following:<\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/archive.ph\/wip\/X3lux\"><span style=\"font-style: normal; font-variant-caps: normal;\">introduced<\/span><\/a><span style=\"font-style: normal; font-variant-caps: normal;\"> elements of military training in schools through the \u201cInitial Military Preparation\u201d programme. The \u201cministry\u201d she heads also supports various militaristic competitions and games for schoolchildren. With the backing of the occupation education ministry, the game \u201cZarnitsa 2.0\u201d***<\/span><span style=\"font-style: normal; font-variant-caps: normal;\"> is organised by Russian youth movements such as \u201cYoung Army\u201d and \u201cMovement of the First\u201d. In addition, Lavrik <a href=\"https:\/\/archive.ph\/7yLG2\">personally emphasises<\/a> the priority and importance of so-called patriotic (i.e. pro-Russian) education for pupils, including through the cadet component within the schooling system.<\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\">during Lavrik\u2019s tenure, history lessons for Years 10\u201311 in schools across the TOT of the AR of Crimea have, since the 2023\/2024 academic year, been taught using a \u201cunified history textbook\u201d <em>(this refers to the textbooks History of Russia (Year 10), World History (Year 10), History of Russia (Year 11), and World History (Year 11), authored by V. Medinsky and A. Torkunov.)<\/em>, which in practice serves as a manual of Russian propaganda. It promotes anti-Ukrainian and blatantly false narratives, including claims such as the existence of \u201cAmerican biolaboratories\u201d in Ukraine; that Ukrainians were supposedly invented by the Austrian General Staff in the 19<sup>th<\/sup> century to divide the \u201cunited Russian people\u201d; and that the transfer of Crimea to Ukraine was \u201cillegal\u201d and done on Khrushchev\u2019s \u201cpersonal initiative\u201d. In particular, the so-called \u201cMinistry of Education\u201d, together with the \u201cChildhood Navigators\u201d project, organised a series of events entitled \u201cTalking with a Hero\u201d for Russia\u2019s Defender of the Fatherland Day. These were meetings between pupils and Russian servicemen, who spoke about combat operations in Ukraine, \u201cpatriotism\u201d, and the importance of serving in the Russian army. Education is being turned into a tool for fostering loyalty to the Russian armed forces and support for military aggression.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\">As of the 2024\/2025 academic year, the occupation \u201cministry\u201d headed by Valentina Lavrik <a href=\"https:\/\/archive.ph\/vWZkl\">claims<\/a> \u00a0that 164 pupils are receiving instruction in Ukrainian (0.07%) and that 1,249 children are allegedly studying Ukrainian as their native language (0.5%). However, even these negligible figures are questionable given the systematic removal of Ukrainian from the educational process in the TOT of the AR of Crimea, the lack of transparency, and the occupation authorities\u2019 frequent manipulation of data.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p><strong>In 2025, Lavrik <a href=\"https:\/\/t.me\/prokark\/1790\">was officially charged<\/a> under Article 111, Part 1 of the Criminal Code of Ukraine (high treason) and Article 111-1, Part 5 (collaborationist activity). Her name <a href=\"https:\/\/war-sanctions.gur.gov.ua\/sanctions\/persons\/9243\">has been included<\/a> in the sanctions lists of Canada, the EU, Switzerland, the United States, the United Kingdom, Australia and New Zealand.<\/strong><\/p>\r\n<p>&nbsp;<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:image {\"align\":\"right\",\"id\":8042,\"width\":326,\"height\":260,\"sizeSlug\":\"full\",\"linkDestination\":\"none\"} -->\r\n<figure class=\"wp-block-image alignright size-full is-resized\"><img decoding=\"async\" class=\"wp-image-8042\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/1124177657_222_150_2481_1956_600x0_80_0_1_da025a302c38a1ae7b5115bff6795c06.jpg\" alt=\"1124177657 222 150 2481 1956 600x0 80 0 1 da025a302c38a1ae7b5115bff6795c06\" width=\"326\" height=\"260\" \/><\/figure>\r\n<!-- \/wp:image -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\">In addition, one of Lavrik\u2019s deputies, <strong>Sv<\/strong><strong>e<\/strong><strong>tlana Bespalova<\/strong>, <a href=\"https:\/\/reyestr.court.gov.ua\/Review\/125365652\">was sentenced in absentia<\/a> on 6 February 2025 to eight years in prison for collaborationist activity.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<div>\r\n<p><em><b><span lang=\"EN-GB\">TOT<\/span><\/b><b> <\/b><b><span lang=\"EN-GB\">of the city of Sevastopol<\/span><\/b><\/em><\/p>\r\n<\/div>\r\n<p style=\"font-weight: 400;\">Unlike the TOT of the AR of Crimea, where only two so-called \u201cMinisters of Education\u201d have held office during the occupation, the leadership of the occupation education authority in the TOT of Sevastopol has changed quite frequently. At various times, the position has been held by <a href=\"https:\/\/archive.ph\/wip\/Ifa3p\">Viktor Oganesyan<\/a>, <a href=\"https:\/\/archive.ph\/wip\/oROId\">Mikhail Rodikov<\/a>, <a href=\"https:\/\/archive.ph\/wip\/hgsy0\">Igor Belozyorov<\/a>, and <a href=\"https:\/\/archive.ph\/wip\/Ocp3d\">Larisa Sulima<\/a>.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/archive.ph\/LObSq\">In summer 2024<\/a>, Maksim Krivonos <a href=\"https:\/\/archive.ph\/wip\/IFv0R\">was appointed<\/a> as the so-called \u201cDirector of the Department of Education and Science of the City of Sevastopol\u201d, having previously served as acting director in the same role.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<div><strong><i><span lang=\"uk\">Maksim Kr<\/span><span lang=\"EN-GB\">i<\/span><span lang=\"uk\">vonos (2021 \u2013 present)<\/span><\/i><\/strong><\/div>\r\n<div>\u00a0<\/div>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:image {\"align\":\"left\",\"id\":8048,\"width\":319,\"height\":239,\"sizeSlug\":\"full\",\"linkDestination\":\"none\"} -->\r\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img decoding=\"async\" class=\"wp-image-8048\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/de-1200x900-1.jpg\" alt=\"\" width=\"319\" height=\"239\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/de-1200x900-1.jpg 1200w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/de-1200x900-1-820x615.jpg 820w, https:\/\/almenda.org\/wp-content\/uploads\/2025\/06\/de-1200x900-1-768x576.jpg 768w\" sizes=\"(max-width: 319px) 100vw, 319px\" \/><\/figure>\r\n<!-- \/wp:image -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\"><strong>Maksim Krivonos<\/strong> was born in 1982 in the city of Krasnodar, Krasnodar Krai, Russian Federation. He <a href=\"https:\/\/archive.is\/wip\/9Dvpv\">studied<\/a> at higher education institutions in Russia, graduating from the South-Russian State Technical University with a degree in \u201cManagement and Informatics in Technical Systems\u201d and from Kuban State University with a degree in Economics. He worked for nearly 14 years in Krasnodar Krai, mostly in managerial positions. In 2019, he was appointed Deputy Director for Economics and Finance at the Artek International Children\u2019s Centre (TOT of the AR of Crimea) \u2013 one of the key platforms for Russian ideological influence over children on the occupied peninsula.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p style=\"font-weight: 400;\">In 2021, Krivonos joined the so-called \u201cDepartment of Education and Science of Sevastopol\u201d \u2013 initially as \u201cFirst Deputy Director\u201d, and later as \u201cActing Director\u201d. By summer 2024, he was appointed head of the occupation authority as \u201cDirector\u201d. Under Krivonos\u2019s leadership, the \u201cdepartment\u201d has continued implementing Russian educational standards and actively advancing the militarisation and ideological indoctrination of children. Military field training exercises <a href=\"https:\/\/archive.is\/dwuTT\">were organised<\/a> for Year 10 pupils and college students in the TOT of Sevastopol. Teenagers were involved in sessions on tactical, firearms, and drill training, the study of general military regulations, and the basics of chemical and biological protection. The training <a href=\"https:\/\/archive.is\/wip\/IvDLA\">was conducted<\/a> by participants of the so-called \u201cSVO\u201d, officers from the Black Sea Higher Naval School, and representatives of DOSAAF \u2013 a state-supported Russian organisation responsible for military and technical training. Children were actively exposed to the narrative that defending the \u201cFatherland\u201d \u2013 meaning Russia \u2013 is a \u201csacred duty\u201d of every citizen. Krivonos himself <a href=\"https:\/\/archive.is\/wip\/IvDLA\">stated<\/a> that, following such activities, \u201csome children might choose a military career\u201d. Through the school system, a new type of \u201ccitizen of the Russian Federation\u201d is being shaped \u2013 one who is controlled and disconnected from the Ukrainian language, culture, and identity.
