Cadet education is one of the mechanisms Russia uses to militarise children, including in the temporarily occupied territories of Ukraine (hereinafter \u2013 TOT). Through it, loyalty to Russian military structures is cultivated, and young people are gradually prepared for service in the Russian Armed Forces or other law enforcement and security agencies.<\/span><\/p>\r\n\r\n\r\n\r\n

The occupation authorities in the TOT of the Autonomous Republic of Crimea and the city of Sevastopol are actively integrating the cadet component into education by establishing cadet classes in schools. The first such class was introduced<\/a> in Yalta in the 2014\/2015 academic year,<\/span> the year Russia occupied<\/a> Crimea.<\/span> By the 2024\/2025 academic year, <\/span>the number of cadet classes<\/b> in the TOT of the Autonomous Republic of Crimea had increased <\/span>21.7 times<\/b> compared to<\/a> the 2016\/2017 academic year,<\/span> rising from 12 to 260.<\/span><\/p>\r\n\r\n\r\n\r\n

As for the TOT of the city of Sevastopol, the first cadet classes were also introduced almost immediately after Russia\u2019s occupation \u2013 in 2015, based at schools No.22 and No.60<\/a>.<\/span> By the 2023\/2024<\/a><\/span> academic year, the <\/span>number of children<\/b> in cadet classes in occupied Sevastopol had increased <\/span>17.2 times<\/b> compared to the 2015\/2016<\/a><\/span> academic year, rising from 71 to 1,220.<\/span><\/p>\r\n\r\n\r\n\r\n

Cadet classes in the TOT of the Autonomous Republic of Crimea and the city of Sevastopol can be established<\/a> in schools starting from the first grade, indicating the occupation authorities\u2019 attempts to influence children\u2019s consciousness from an early age, specifically from 6.5 to 8 years old.<\/span> In some cases, however, the cadet component is introduced even in preschool institutions. One of the most vivid examples is <\/span>kindergarten<\/b> No.103 in the village of Kacha (TOT of the city of Sevastopol)*,<\/span> where for the past five years,<\/span> the additional programme \u201cYoung Kacha Cadets\u201d has been implemented<\/a>. The children are not only prepared for school, as would be expected in a preschool, but are also shaped into \u201cexemplary citizens of the Russian Federation\u201d, ready to serve Russia loyally.<\/span><\/p>\r\n\r\n\r\n\r\n

Kindergarten No. 103: Militarism from the ground up<\/b><\/h3>\r\n\r\n\r\n\r\n
Kindergarten No. 103 is one of the 8 preschool institutions under the supervision of the Russian Black Sea Fleet, which was transferred<\/a> to the balance of the occupied city of Sevastopol in 2018.<\/span> According to the website<\/a> of the so-called \u201cGovernment of Sevastopol\u201d, the transfer took place \u201cby decision of the Governor of Sevastopol Dmitry Ovsyannikov and the Minister of Defence of the Russian Federation Sergey Shoigu\u201d.<\/span><\/p>\r\n\r\n\r\n\r\n

In March 2024, a new second building of Kindergarten No.103 opened<\/a><\/span> in the village of Kacha (TOT Sevastopol). The entire design is related to aviation, with the entrance to the kindergarten building resembling the fuselage of an airplane. This choice by the occupation authorities of Sevastopol is not accidental: according to<\/a> the so-called director of the \u201cDepartment of Education and Science of Sevastopol\u201d, Maxim Kryvonos,<\/span> who was present at the opening of the new building, the village of Kacha is known as the \u201ccradle of military aviation\u201d. Here, the first military pilot school in the Russian Empire operated<\/a>,<\/span> and later aviation units of the Russian Black Sea Fleet were stationed<\/a>,<\/span> which are now used<\/a><\/span> by Russia in the wars it has started, including against Ukraine<\/a>.<\/span> Drawing on this militarized history of the Russian Federation, military education is being introduced in the village, beginning with the youngest children.<\/span><\/p>\r\n\r\n\r\n\r\n

In addition to implementing the \u201cJunior Kacha Cadets\u201d programme, a model aircraft workshop has been opened<\/a> in the new 2<\/span>nd<\/span> building of the kindergarten.<\/span> The head of the institution, Yuliya Sidorova, mentions that by the end of 2025, children plan to launch<\/a> quadcopters:<\/span> competitions for assembling and launching them will be timed to coincide with 9 May (Note: Victory Day in the Russian Federation).<\/span><\/p>\r\n\r\n\r\n\r\n

Under the leadership of Sidorova, who has headed<\/a> Kindergarten No. 103 since at least 2014,<\/span> the institution actively involves preschoolers (not only cadets) in activities related to military themes. Ahead of 23 February (note: Defender of the Fatherland Day in Russia), the kindergarten conducts<\/a> \u201cLessons of Courage\u201d,<\/span> where preschoolers are taught<\/a> the importance of \u201cdefending their homeland\u201d and being brave.<\/span> Children are also engaged in<\/a> making<\/span> greeting cards and drawings for participants of the so-called \u201cspecial military operation\u201d. Additionally, the kindergarten holds<\/a> patriotic song contests,<\/span> where children in military uniforms perform songs about \u201chomeland, heroism, and love for their country\u201d and have meetings<\/a> with Russian military personnel.<\/span><\/p>\r\n
All these activities are designed to instil in the children the idea that Russia is their \u201chomeland\u201d.<\/span><\/p>\r\n\r\n\r\n\r\n

\u201cYoung Kacha Cadets\u201d: Military Education from Kindergarten<\/b><\/h3>\r\n\r\n\r\n

A cadet group of 32 children of senior preschool age was opened<\/a><\/span> at Kindergarten No.103 back in 2020. Currently, the \u201cYoung Kacha Cadets\u201d program <\/span>covers<\/a> 117<\/b> children aged<\/a><\/b> 5 to 7 years, with 15 educators involved in its implementation.<\/b><\/p>\r\n\r\n\r\n\r\n
The training under the \u201cYoung Kacha Cadets\u201d program is conducted with the aim of \u201ceducating a humane, spiritually and morally developed, intellectually, culturally, and physically well-rounded individual, <\/span>worthy future citizens of Russia, patriots of their Homeland<\/b>\u201d, and it aims to shape the following qualities in the children:<\/span><\/p>\r\n\r\n\r\n\r\n

To implement the \u201cYoung Kacha Cadets\u201d programme, Kindergarten No.103 has established<\/a> cooperation with the Russian military unit No.49311,<\/span> and also receives<\/a> guidance and methodological assistance from the so-called \u201cSevastopol State University\u201d<\/span><\/p>\r\n\r\n\r\n

The occupation authorities of Sevastopol included Kindergarten No.103, with the \u201cYoung Kacha Cadets\u201d program, in the \u201cList of Regional Innovative Platforms Conducting Educational Activities in the Territory of Sevastopol\u201d. In January 2025, the head of the institution, Yulia Sidorova, publicly reported<\/a> on the \u201csuccesses\u201d of this project.<\/span> As part of the presentation of the kindergarten\u2019s work, a \u201cceremonial initiation\u201d of the children into cadets<\/span> took place<\/a>, with representatives of the so-called \u201cauthorities\u201d of occupied Sevastopol present, including the deputy of the so-called \u201cLegislative Assembly\u201d Alexander Kulagin. In his speech, he emphasized that for the children, it was a \u201cgreat honor\u201d to become cadets in 2025, which has been declared \u201cYear of the Defender of the Fatherland\u201d in Russia. The politician stated<\/a> that the core values of cadet education are patriotism and discipline, and he expressed confidence that every child would always be ready to defend Russia.<\/span><\/p>\r\n\r\n\r\n\r\n

Another way of instilling loyalty to Russian military traditions in children is the annual \u201cKacha Cadet Ball\u201d. In the spring of 2024, it took place for the fifth time. Preschoolers in military uniforms performed<\/a> the cadet waltz, polonaise, patriotic songs, and recited poems about the \u201cheroic history of Russia\u201d.<\/span><\/p>\r\n\r\n\r\n\r\n

In addition, children are involved in assisting Russian military personnel. Specifically, representatives of the organization \u201cMaskseti\u201d (\u201cCamouflage Nets\u201d), which is engaged in collecting humanitarian aid for participants of the so-called \u201cspecial military operation\u201d, conducted a masterclass on weaving camouflage nets. The event was attended<\/a> not only by the educators but also by the preschool children.<\/span> This is how the young \u201ccadets\u201d are accustomed to the idea that helping the Russian military is part of their duty, and such activities strengthen their sense of belonging to Russia\u2019s grand \u201cmission\u201d.<\/span><\/p>\r\n\r\n\r\n\r\n
The systematic militarisation of education in TOT, particularly through cadet programs, is a key component of Russia\u2019s long-term strategy. It aims to familiarize Ukrainian children with military discipline from an early age, to normalize the cult of war, and eventually to recruit them into the Russian armed forces or other law enforcement and security institutions. From preschool onward, they are immersed in an environment where critical thinking is suppressed in favour of blind obedience and loyalty to the \u201cFatherland\u201d, which, in reality, is an aggressor state. This occupation policy is a deliberate attempt to eradicate Ukrainian identity, promote Russification, and shape a generation that will unreservedly support the Russian regime and, if required, be willing to sacrifice their lives for it.<\/span><\/p>\r\n\r\n\r\n\r\n
