

{"id":7216,"date":"2024-12-22T23:01:48","date_gmt":"2024-12-22T21:01:48","guid":{"rendered":"https:\/\/almenda.org\/?p=7216"},"modified":"2025-05-23T16:06:19","modified_gmt":"2025-05-23T14:06:19","slug":"rosiiska_molodizhna_politica_na_tot_zaporizhzhia_oblast","status":"publish","type":"post","link":"https:\/\/almenda.org\/en\/rosiiska_molodizhna_politica_na_tot_zaporizhzhia_oblast\/","title":{"rendered":"Russian Youth Policy in the Temporarily Occupied Territories: Zaporizhzhia Region"},"content":{"rendered":"\n<p>After the occupation of the Autonomous Republic of Crimea (hereinafter \u2013 AR of Crimea) and the city of Sevastopol and the start of the military operation in Donetsk and Luhansk regions in 2014, Russia shifted its focus to fostering \u201ctrue\u201d patriots among the youth, both within its own borders and in the territories it had occupied. The primary goal of these efforts is to ensure loyalty, unconditional support, and readiness to defend Russia at any moment, even if the threat is imaginary.<\/p>\n\n\n\n<p>This strategy significantly intensified after the full-scale invasion in 2022, when the Russian Federation <strong>unlawfully<\/strong> <a href=\"https:\/\/archive.ph\/JLKyX\">incorporated<\/a> parts of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions into its territory on 30 September of the same year. In the temporarily occupied territories of Ukraine (hereinafter \u2013 TOT), Russian legislation was introduced, including in the field of youth policy, similar to what had previously happened in the occupied territory of the AR of Crimea and the city of Sevastopol. As a result, a significant portion of Ukrainian youth fell under Russian control and pressure.<\/p>\n\n\n\n<p>In a short time, \u201cstate bodies\u201d responsible for youth policy were established in the TOT, and all major children\u2019s and youth organisations promoting <a href=\"https:\/\/archive.ph\/wip\/w54G5\">\u201ctraditional Russian spiritual and moral values\u201d<\/a> began operating. Through these structures, the Russian authorities systematically influence young people in the TOT, aiming to instil a Russian identity in them and turn them into a potential mobilisation reserve for its army.<\/p>\n\n\n\n<p>In June 2024, Russian Deputy Prime Minister Dmitry Chernyshenko <a href=\"https:\/\/archive.ph\/wip\/7iXlE\">stated<\/a> that the \u201cnew regions\u201d had been fully integrated into Russia\u2019s youth policy system. He also<a href=\"https:\/\/archive.ph\/wip\/7iXlE\"> announced<\/a> that over 336 million roubles had been allocated for the comprehensive improvement of youth policy in 2024 through the \u201cRegion for the Young\u201d programme.<\/p>\n\n\n\n<p><em>In view of the above, the CCE \u201cAlmenda\u201d has conducted a <\/em><a href=\"https:\/\/almenda.org\/en\/analitichnij-zvit-molodizhna-politika-rf-yak-instrument-znishhennya-identichnosti-na-tot-ukraini\/\"><em>study<\/em><\/a><em> to raise public and international awareness of&nbsp; the violations committed by the Russian Federation in the youth sector in the temporarily occupied territories of Ukraine.<\/em><\/p>\n\n\n\n<pre class=\"wp-block-preformatted\">The study highlights the use of youth policy as a tool for Russification, indoctrination, and militarisation of individuals aged 14 to 24.<\/pre>\n\n\n\n<p>We continue to highlight the formation of Russian youth policy in the TOT, the officials responsible for its implementation, the activities aimed at militarising young people, and the eradication of their Ukrainian identity. This article focuses on the TOT of Zaporizhzhia region.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Legal Regulation and Funding of Youth Policy in the TOT of Zaporizhzhia Region<\/strong><\/h3>\n\n\n\n<p>The \u201clegal basis\u201d of youth policy in the TOT of Zaporizhzhia region consists of regulatory and legal acts of the Russian Federation and the occupation authorities in the region: the Constitution, the Federal Law \u201cOn Youth Policy in the Russian Federation\u201d, acts of the President, the Government, and other federal executive bodies, as well as the so-called law \u201cOn Youth Policy in Zaporizhzhia Region\u201d, <a href=\"https:\/\/archive.ph\/wip\/ywfcD\">adopted<\/a> in 2024.<\/p>\n\n\n\n<p>In the relevant \u201claw\u201d, one of the tasks of youth policy in the region is defined as <em>\u201cthe formation and establishment of patriotic views and a sense of loyalty to the Motherland (note \u2013 Russia) in the minds of young people, pride in their country, respect for the military past of the Zaporizhzhia region, its sacred sites, and traditions of service to the Motherland<\/em> [\u2026]\u201d.<\/p>\n\n\n\n<p>In December 2023, Yevhen Balytskyi, the so-called \u201cgovernor of the Zaporizhzhia region\u201d, approved the \u201cAction Plan for the Implementation of the State National Policy Strategy of the Russian Federation in the Zaporizhzhia Region for 2024\u20132025, covering the period up to 2025\u201d. One of its sections <a href=\"https:\/\/archive.ph\/lRAwz\">is dedicated to<\/a> \u201cthe formation of an all-Russian civic identity, patriotism, and a culture of interethnic communication among children and young people\u201d. It also <a href=\"https:\/\/archive.ph\/lRAwz\">includes<\/a> a list of activities aimed at \u201cshaping civic consciousness, patriotism, and a sense of pride in Russia\u2019s history\u201d \u2013 in other words, measures designed to eradicate the Ukrainian identity of young people.<\/p>\n\n\n\n<ul>\n<li>Activities dedicated to the \u201cDay of National Heroes\u201d;<\/li>\n\n\n\n<li>Activities within the framework of the \u201cWatch of Memory\u201d project;<\/li>\n\n\n\n<li>Youth interethnic forum \u201cRussia is Our Common Home\u201d;<\/li>\n\n\n\n<li>Participation in the interethnic cultural-educational project \u201cWe are Russia,\u201d and more.<\/li>\n<\/ul>\n\n\n\n<p>During more than 2 years of occupation of the TOT of Zaporizhzhia region, Russia has allocated significant funds to finance youth policy in the region, particularly through grants from the Federal Agency for Youth Affairs (Rosmolodyozh). It is known that 4 million rubles <a href=\"https:\/\/archive.ph\/wip\/ezfYy\">were allocated to<\/a> students from the region for the implementation of social projects (in 2023), and in June 2024, the so-called \u201cGovernor\u201d Balytskyi reported 14 million rubles in grant aid from Rosmolodyozh. Additionally, as part of the \u201cRegion for Youth\u201d program for 2025, over 276 million rubles have been allocated to support youth self-realization and the creation of eight modern youth spaces. Of this amount, more than 38 million rubles <a href=\"https:\/\/archive.ph\/wip\/YHyBe\">are designated for<\/a> the temporarily occupied territories of the Zaporizhzhia region.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Responsible for Implementing Youth Policy in the TOT of Zaporizhzhia Region.<\/strong><\/h3>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/\u0442\u0438\u0446\u044c\u043a\u0438\u0439.jpg\" alt=\"\" class=\"wp-image-7217\" width=\"354\" height=\"265\"\/><\/figure><\/div>\n\n\n<p><strong><em>Ministry established by the occupation authorities<\/em><\/strong><\/p>\n\n\n\n<p>The so-called \u201cMinistry of Youth Policy of the Military-Civilian Administration of the Zaporizhzhia Region\u201d (TOT) <a href=\"https:\/\/archive.ph\/wip\/SJs7F\">was registered on <\/a>29 July 2022, and by December of the same year (after the illegal annexation of Ukrainian territories to the Russian Federation), it <a href=\"https:\/\/archive.ph\/wip\/zdrRV\">was registered<\/a> as \u201cproperty of the subjects of the Russian Federation\u201d. The ministry <a href=\"https:\/\/archive.is\/wip\/4UEtR\">was headed <\/a>by Anton Tytsky from July 2022 to January 2024, who <a href=\"https:\/\/archive.is\/wip\/5ikpE\">currently serves<\/a> as the \u201cFirst Deputy for Internal Policy\u201d under the so-called \u201cGovernor of the Zaporizhzhia region\u201d, Yevhen Balytskyi.<sup> <\/sup><\/p>\n\n\n\n<p>Two criminal proceedings are currently under consideration in Ukrainian courts regarding Anton Tytsky (No. 761\/42027\/23, No. 333\/7938\/24). One of them<a href=\"https:\/\/www.gp.gov.ua\/ua\/posts\/povidomlennya-pro-pidozru-tickomu-ar\"> is related to <\/a>his activities in the indoctrination of youth in the temporarily occupied territories of the Zaporizhzhia region, along with the so-called \u201cGovernor\u201d Balytskyi and the head of the \u201cJug Molodoy\u201d (Young South) organization, Yuliya Klimenko. In addition, Tytskyi has been subjected to both <a href=\"https:\/\/www.president.gov.ua\/documents\/6012024-52009\">Ukrainian<\/a> and <a href=\"https:\/\/war-sanctions.gur.gov.ua\/sanctions\/persons\/11438\">international sanctions.<\/a><\/p>\n\n\n\n<p>The so-called \u201cMinistry of Youth Policy of the Military-Civilian Administration of the Zaporizhzhia Region\u201d <a href=\"https:\/\/archive.ph\/wip\/IsVax\">was dissolved<\/a> in April 2024, with the liquidation process officially <a href=\"https:\/\/archive.ph\/wip\/zdrRV\">completed<\/a> on 15 October 2024. Interestingly, one of the areas of activity of the so-called \u201cministry\u201d is cooperation with mass media on programmes that shape and develop in young citizens a <em>\u201csense of patriotism, pride in the history of Zaporizhzhia region and the Russian Federation\u201d.<\/em> Additionally, the \u201cministry\u2019s\u201d tasks<a href=\"https:\/\/archive.ph\/wip\/HHcId\"> include <\/a><em>\u201cimplementing measures to foster civic patriotism among the youth, and <\/em><strong><em>assisting in preparing the youth for military service.\u201d<\/em>.<\/strong><\/p>\n\n\n\n<p><strong><em>The current \u201cminister\u201d of the occupation ministry.<\/em><\/strong><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/\u043b\u043e\u0433\u0443\u043d\u043e\u0432.jpg\" alt=\"\" class=\"wp-image-7219\" width=\"402\" height=\"268\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/\u043b\u043e\u0433\u0443\u043d\u043e\u0432.jpg 1080w, https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/\u043b\u043e\u0433\u0443\u043d\u043e\u0432-820x547.jpg 820w, https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/\u043b\u043e\u0433\u0443\u043d\u043e\u0432-768x512.jpg 768w\" sizes=\"(max-width: 402px) 100vw, 402px\" \/><\/figure><\/div>\n\n\n<p>The current head of the so-called \u201cMinistry of Youth Policy of Zaporizhzhia Region\u201d, Yegor Logunov, born in 1988, before relocating to the TOT of Zaporizhzhia region, <a href=\"https:\/\/archive.ph\/wip\/TNPrP\">held the position <\/a>of General Director of the company \u201cRusstroy\u201d in occupied Crimea. Prior to assuming the role of the so-called \u201cMinister of Youth Policy,\u201d he <a href=\"https:\/\/archive.ph\/wip\/jjzj1\">headed <\/a>the state budget institution \u201cYouth Resource Centre\u201d established by the occupation authorities\u201d.<\/p>\n\n\n\n<p><em>Connections with the occupation administration in the TOT of Zaporizhzhia Region.<\/em><\/p>\n\n\n\n<p><a href=\"https:\/\/archive.ph\/kFt3Q\">In his publications<\/a>, Logunov refers to Anton Tytsky as a \u201cleader and comrade\u201d and speaks about their long-standing acquaintance. Moreover, in March 2023, Logunov, together with Tytsky, who at that time held the position of \u201cMinister of Youth Policy\u201d, visited the so-called Special Military Operation zone. Photographs from this visit, including one with an artillery system in the background, <a href=\"https:\/\/archive.ph\/wip\/eXrcc\">were circulated<\/a> in Russian media. During such trips, Logunov participated in the delivery of humanitarian aid to Russian soldiers, and the visit had a clear propagandist aim: to demonstrate the occupation administration\u2019s support for the so-called participants of the Special Military Operation. It is likely that Tytsky played a role in involving Logunov in the work on TOT of Zaporizhzhia region. He takes pride in the fact that <strong><em>\u201cin the Zaporizhzhia region, military personnel with combat experience in the special military operation zone are already being involved in military-patriotic education of the younger generation\u201d<\/em><\/strong>. Such meetings also <a href=\"https:\/\/archive.ph\/wip\/e51uu\">take place<\/a> at the so-called \u201cMinistry of Youth Policy of Zaporizhzhia Region\u201d. Within this framework, \u201cDialogues with Heroes\u201d (the <a href=\"https:\/\/rospatriotcentr.ru\/rospatriot\/dialog-hero\/?ysclid=m4si59qtj7991333545\">project\u2019<\/a>s name) are organized, where young people from the TOT engage with Russian soldiers who have participated in combat actions in Ukraine. A notable <a href=\"https:\/\/archive.ph\/wip\/QywcY\">example of this event <\/a>was the invitation of a 19-year-old soldier nicknamed \u201cShaheed\u201d, presented as a \u201chero\u201d who \u201cvaliantly defends the homeland\u201d \u2013 i.e., Russia&nbsp; and who received awards for his \u201cfeats\u201d. The choice of such a young speaker is not accidental \u2013 it is a targeted effort to instill in the youth from the TOT of Zaporizhzhia region the idea of the \u201chonour\u201d of serving in the Russian armed forces and to shape the perception of military service as an obligation for the younger generation. Logunov personally attended this event (in the photo\u2014Logunov with the participant of the so-called \u201cSpecial Military Operation\u201d, \u201cShaheed\u201d).<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXe1BE3b0Ww4MbNfGrqKyx52TE77iQ0yvaT27si5gwWRxAgTbtK-hT0iHU_CgzixqX9vYrDFrlF1KYx4Qg_BwUofmO_lSqOiQa5G4Ux2ljBAeMpc90A2h-8cacUDKONEOL9wsV6f5gSsxK76z32Zj1s?key=kY2RvTaTUwM_0T6ZkvXFOb9C\" alt=\"\"\/><\/figure>\n\n\n\n<p>Moreover, Yegor Logunov <a href=\"https:\/\/archive.ph\/wip\/dEYa6\">supported<\/a> the creation of the Youth Military and Sports Training and Patriotic Education Center \u201cVoin\u201d (\u201cWarrior\u201d) in occupied Berdyansk, which is being built on the premises of the children\u2019s camp \u201cIskra\u201d and will start accepting participants from 2025. The centre will serve as a venue for military drills, games, and other militarised events, effectively becoming a training hub for youth from the TOT of Zaporizhzhia region to prepare for service in the Russian armed forces. It is worth noting that the former director of the \u201cVoin\u201d center, (with its main office in Moscow), and now the first deputy director, Igor Kazaryozov, has been under <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/673c56047524e1b17c494e3b\/Notice_Russia_191124.pdf\">UK sanctions<\/a> since 19 November 2024..&nbsp;<\/p>\n\n\n\n<p>Logunov is actively<a href=\"https:\/\/archive.ph\/wip\/9ePVX\"> involved<\/a> in both organising and conducting the All-Russian military-patriotic game \u201cZarnitsa 2.0\u201d (\u201cSummer Lightning\u201d) in the <a href=\"https:\/\/archive.ph\/wip\/KlrsW\">TOT of Zaporizhzhia region<\/a>. Together with representatives of the occupation administrations, youth organisations, and educational institutions, he participated in the event\u2019s preparation as well as the ceremonial opening of the regional stage, which took place at the \u201cRed Carnation\u201d children\u2019s camp (illegally established by Russia as a branch of the \u201cArtek\u201d children\u2019s centre) in occupied Berdiansk. As part of the game, participants practised drill training, navigated obstacle courses, and learned basic first aid, among other activities. This \u201cinitiative\u201d involves introducing minors to the culture and traditions of Russian regions, as well as engaging them in patriotic programmes and sporting events. Overall, Logunov actively takes part in activities aimed at the patriotic indoctrination of youth from the TOT of Zaporizhzhia region. Its work is primarily focused on:<\/p>\n\n\n\n<ul>\n<li>Creating the illusion of stability and development in the region&nbsp;&nbsp;<\/li>\n\n\n\n<li>Ensuring ideological influence on the younger generation and spreading Russian propaganda among them;<\/li>\n\n\n\n<li>Preparing a mobilisation reserve of young people in the temporarily occupied territories.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>And it is Yegor Logunov, as the \u201cminister\u201d of the occupation body, who bears responsibility for the activities carried out by the so-called \u201cyouth ministry\u201d, even if he does not personally take part in these events. He is one of the key representatives of the occupation administration in the TOT of Zaporizhzhia region, whose actions are aimed at strengthening Russian control over the youth in the region.
