Even sectors that, at first glance, do not have a direct connection to combat operations are being restructured for military purposes. One such strategically important area is youth policy, which in the hands of the aggressor becomes a tool for forming a mobilisation reserve to sustain long-term wars in the future. A distinctive feature of this process is that the Russian Federation does not only view Russian children and young people as the future of Russia\u2019s development but also <a href=\"https:\/\/archive.ph\/wip\/Myd1j\">extends<\/a> this policy to Ukrainian children from the temporarily occupied territories (TOT). There has been a significant increase in budgetary funding for youth policy, growing several times over. In particular, more than 40 billion roubles (approximately 370 million USD) have been allocated for the \u201cpatriotic education\u201d aspect of youth policy in 2024. This is four times higher than the budget allocated for this purpose in 2022 and ten times more than in 2021. The Russian Federation\u2019s federal budget for 2025 includes planned expenditure of 66 billion roubles (approximately 616.5 million USD) for patriotic education, which is 20 times higher than pre-invasion spending. One of the budget items includes funding for the activities of the patriotic movement of the Association of Student Patriotic Clubs \u201cI Am Proud\u201d, with an allocation of <a href=\"https:\/\/archive.fo\/wip\/UdZMV\">94.1 million roubles<\/a> (approximately 878,000 USD).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u201cI Am Proud\u201d \u2013 what kind of clubs are these?<\/strong><\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/photo_2024-11-02_12-24-24.jpg\" alt=\"\" class=\"wp-image-7095\" width=\"256\" height=\"256\"\/><\/figure><\/div>\n\n\n<p>The Association of Student Patriotic Clubs \u201cI Am Proud\u201d (hereinafter referred to as the Association) <a href=\"https:\/\/archive.fo\/wip\/1eg46\">was officially established<\/a> in the Russian federation in August 2021 as part of the federal project \u201cPatriotic Education of Citizens of the Russian Federation\u201d, under the national project \u201cEducation\u201d, and operates under the patronage of the Russian Ministry of Education. The Association consists of primary units \u2014 clubs created within higher education institutions, in which students are encouraged to participate. However, the intensification of its activities and the increase in funding began specifically during the full-scale invasion, likely driven by the need to shape a loyal attitude among young people towards Kremlin policies and to cultivate a generation prepared for wars initiated by Russia. This is further confirmed by <a href=\"https:\/\/archive.fo\/wip\/GFj6q\">the official objectives of the Association<\/a>, which include:<\/p>\n\n\n\n<ul>\n<li>Creating an appealing and desirable image of a patriot of Russia;&nbsp;&nbsp;<\/li>\n\n\n\n<li>Civil-patriotic education in higher education institutions;&nbsp;&nbsp;<\/li>\n\n\n\n<li>Ensuring the systematic development of student patriotic clubs in higher educational institutions.<\/li>\n<\/ul>\n\n\n\n<p>These objectives are achieved through the implementation of two projects: \u201cI Am Proud. Mentors\u201d and \u201cI Am Proud. Heroes\u201d.<\/p>\n\n\n\n<p>The \u201cI Am Proud. Mentors\u201d project aims to shape the image of authority figures from members of the military-patriotic public movement \u201cYoung Army\u201d. It also seeks to encourage students to join this militarised movement.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The \u201cI Am Proud. Heroes\u201d project aims to instil a sense of pride in Russia among students through interactions with \u201cdistinguished individuals.\u201d The Russian authorities define these \u201cdistinguished individuals\u201d as:<\/p>\n\n\n\n<ul>\n<li>Participants in the so-called \u201cspecial military operation\u201d;&nbsp;&nbsp;<\/li>\n\n\n\n<li>Veterans of combat operations (other armed conflicts);&nbsp;&nbsp;<\/li>\n\n\n\n<li>Politicians, government officials, and representatives of law enforcement agencies;&nbsp;&nbsp;<\/li>\n\n\n\n<li>Civil activists and volunteers who regularly participate in \u201csocially significant\u201d projects, etc.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXcOr32OCU0WBIR9wgV91FmJP8dXktVjkybmgUqh8PfnjwU9fmrmQ2cGgEP7SgXqGPrbjJass1BxamQW70Nk8CloKZZosdtwK8HPdl9o6LnJY9VLgflqxu96SJh3EZW4nrhGK9prOHTVyKuiqePXc3M?key=ZZpM4Z3rLjT_Yr1D2DIEQ769\" alt=\"\"\/><\/figure>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/\u043b\u0438\u0441\u0442.jpg\" alt=\"\" class=\"wp-image-7102\" width=\"265\" height=\"300\"\/><\/figure><\/div>\n\n\n<p>Higher education institutions, including those located in the TOT, are required to organise student meetings with these categories of guests at least once a month. Similar meetings <a href=\"https:\/\/archive.fo\/wip\/wasBC\">are also held<\/a> for school-age children, involving representatives of the \u201cI Am Proud\u201d Association, the \u201cKnowledge\u201d organisation, and \u201cVolunteers of Victory\u201d movement. These propaganda events in Ukrainian educational institutions under the control of the occupation authorities <a href=\"https:\/\/archive.fo\/wip\/wasBC\">are effectively aimed<\/a> at glorifying Russian military personnel participating in the war against Ukraine, fostering a positive attitude among young people towards Russia\u2019s armed aggression against Ukraine, and encouraging them to sign contracts with the Russian Armed Forces.<sup> <\/sup><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Distribution in the TOT<\/strong><\/h2>\n\n\n\n<p>During the 2023-2024 academic year, as part of the \u201cI Am Proud. Heroes\u201d project, 739 meetings were held with participants of the so-called special military operation and other combat actions for over 66,200 students, among whom was a significant number of Ukrainian youth residing in the TOT. Since the activities of the Association extend to <a href=\"https:\/\/archive.fo\/wip\/n0A7t\">at least 22 higher education institutions under<\/a> the occupation authorities, located across all the TOT:<\/p>\n\n\n\n<p><strong>AR of Crimean and the city of Sevastopol:<\/strong><\/p>\n\n\n\n<ul>\n<li>\u201cI Am Proud\u201d Club, Sevastopol State University.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cSquadron\u201d Club, Kerch State Maritime Technological University.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Crimean Federal University named after V.I. Vernadsky.<\/li>\n<\/ul>\n\n\n\n<p><strong>Donetsk region:<\/strong><\/p>\n\n\n\n<ul>\n<li>\u201cTower\u201d Club, Mariupol State University named after A.I. Kuindzhi.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cDonbas Unconquered\u201d Club, Donetsk National Technical University.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cMemory\u201d Club, Gzhel State University.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cPatriot\u201d Club, Autonomous Non-Commercial Educational Organisation of Higher Education Donetsk Academy of Transport of the DPR.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cFlame\u201d Club, Pryazovskyi State Technical University.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Donetsk National University of Economics and Trade named after M. Prokofiev.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Donetsk State Agricultural Academy.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Donetsk Academy of Management and Public Service.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Donetsk State University.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Donetsk National Academy of Building and Architecture.<\/li>\n<\/ul>\n\n\n\n<p><strong>Luhansk region:<\/strong><\/p>\n\n\n\n<ul>\n<li>The \u201cMatusovsky Guard\u201d Club, the Luhansk State Academy of Culture and Arts named after M. Matusovsky.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cRodolubstvo\u201d (\u201cLove for one\u2019s homeland\u201d) Club, Donbas State Technical University.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Luhansk State Medical University named after Saint Luke, Ministry of Health of the Russian Federation.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Luhansk State University named after V. Dal.<\/li>\n<\/ul>\n\n\n\n<p><strong>Zaporizhzhia region:<\/strong><\/p>\n\n\n\n<ul>\n<li>\u201cI Am Proud\u201d Club, Melitopol State University.<\/li>\n<\/ul>\n\n\n\n<p><strong>Kherson region:<\/strong><\/p>\n\n\n\n<ul>\n<li>\u201cI Am Proud\u201d Club, Kherson State Agrarian University.&nbsp;&nbsp;<\/li>\n\n\n\n<li>\u201cI Am Proud\u201d Club, Kherson Technical University.<\/li>\n<\/ul>\n\n\n\n<p>Moreover, a patriotic forum titled \u201cRussia Unites\u201d took place in Moscow in December 2024 for Ukrainian youth from the temporarily occupied territories (200 students, postgraduates, and young professionals aged 18 to 35 from the so-called Donetsk People\u2019s Republic, Luhansk People\u2019s Republic, and the TOT of Zaporizhzhia and Kherson regions). Offering free transportation, accommodation, meals, and gifts, the forum <a href=\"https:\/\/archive.fo\/wip\/fi21n\">aimed to<\/a> train Ukrainian youth in Russia on the successful dissemination of Russian propaganda-patriotic projects and their expansion by attracting even more young people.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What activities are Ukrainian youth being involved in?<\/strong><\/h2>\n\n\n\n<p>The \u201cI Am Proud\u201d Association actively engages in propaganda efforts to convince Ukrainian youth in the TOT of their affiliation with Russia, while seeking to eradicate their national identity. These activities are also often directed at popularising the law enforcement and militarised structures of the Russian Federation.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/iRJDEuS3X5M-1-1-1200x900.png\" alt=\"iRJDEuS3X5M 1\" class=\"wp-image-7109\" width=\"370\" height=\"276\"\/><\/figure><\/div>\n\n\n<p>For example, at the \u201cV.I. Vernadsky Crimean Federal University\u201d in Simferopol, AR of Crimea, meetings are organised for students with employees of the juvenile affairs department of the Ministry of Internal Affairs in Crimea, where they discuss the inadmissibility of inciting hatred and hostility. Under such formulations, the occupying authorities <a href=\"https:\/\/archive.fo\/wip\/TozEo\">typically speak<\/a> of preventing the expression of pro-Ukrainian views and explain the responsibility for doing so.<\/p>\n\n\n\n<p>At the same educational institution, the \u201cI Am Proud\u201d team, together with \u201cVolunteers of Victory\u201d, organised a quiz game titled \u201cThat Very Russia\u201d, dedicated to the so-called National Unity Day. In addition to competing in their knowledge of Russian culture and history, students <a href=\"https:\/\/archive.fo\/wip\/QSJQJ\">participated <\/a>in the event alongside employees of the Federal Bailiff Service, aiming to promote such structures.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Students <a href=\"https:\/\/archive.fo\/wip\/H2HW0\">were also shown<\/a> the Russification film \u201cThe Cultural Code of Russia in Traditions: Russian Meanings\u201d, followed by presentations of their own projects, including one on providing psychological support for Russian military personnel.<sup> <\/sup><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"800\" height=\"531\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/dRleqtBRIE0.jpg\" alt=\"\" class=\"wp-image-7115\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/dRleqtBRIE0.jpg 800w, https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/dRleqtBRIE0-768x510.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>As part of the \u201cI Am Proud. Heroes\u201d project, students <a href=\"https:\/\/archive.fo\/wip\/3VT5R\">met<\/a> with a graduate of Sevastopol State University, who has been serving in the Russian armed forces since 2022 and participating in the war against Ukraine. Similar meetings <a href=\"https:\/\/archive.fo\/wip\/87rGe\">are regularly held <\/a>in other higher education institutions in the TOT.<\/p>\n\n\n\n<p>In addition to meetings with Russian military personnel and representatives of security and power structures, the occupation authorities in the temporarily occupied territories organise events for children and young people, such as \u201cI Am Proud of My President\u201d, \u201cI Am Proud of My Country\u201d (referring to Russia), \u201cI Remember! I Am Proud!\u201d, and similar initiatives. These phrases in the titles are manipulative and unambiguously impose a sense of pride for Russia on Ukrainian youth. Moreover, they reinforce the perception of Russia as their homeland and the Russian president as \u201ctheirs\u201d.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/images-6.jpg\" alt=\"\" class=\"wp-image-7116\" width=\"200\" height=\"285\"\/><\/figure><\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Who is responsible for the implementation?<\/strong><\/h2>\n\n\n\n<p>The activities of the Association are carried out under the patronage of the Ministry of Science and Higher Education of the Russian Federation, headed by Minister Valery Falkov, who is subject to <a href=\"https:\/\/archive.fo\/wip\/ThE86\">sanctions<\/a> by Ukraine, the EU, the US, Canada, Switzerland, Australia, and New Zealand. It is this ministry, under his leadership, that sends letters to the heads of higher education institutions regarding the mandatory implementation of the \u201cI Am Proud. Heroes\u201d project and also oversees compliance with these directives.<\/p>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/1-1-10-e1730077573172.jpg\" alt=\"\" class=\"wp-image-7117\" width=\"199\" height=\"199\"\/><\/figure><\/div>\n\n\n<p>The head of the \u201cI Am Proud\u201d Association is Nikita Zinkov, a student at Lomonosov Moscow State University. During his studies, he <a href=\"https:\/\/archive.fo\/wip\/pFlSW\">researched<\/a> the topic of \u201cThe Role of Youth Political Science Organisations in the Political Socialisation of Young People\u201d, which was likely one of the key factors in his appointment to a leadership position within the Association.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/12\/1-1-4-e1730791913525.jpg\" alt=\"\" class=\"wp-image-7118\" width=\"197\" height=\"197\"\/><\/figure><\/div>\n\n\n<p>The direct coordinator of the \u201cI Am Proud. Mentors\u201d project is <a href=\"https:\/\/archive.fo\/wip\/QtO6C\">Tatiana Smirnova.<sup> <\/sup><\/a><\/p>\n\n\n\n<p>Among the partners of the \u201cI Am Proud\u201d Association are the Ministry of Defence of the Russian Federation, the All-Russian Children and Youth Military-Patriotic Public Movement \u201cYoung Army\u201d, the organisations \u201cOfficers of Russia\u201d, \u201cVictory Volunteers\u201d, and others. <a href=\"https:\/\/archive.ph\/wip\/xFvOY\">The partnership with militarised structures<\/a> indicates the militaristic and propagandistic nature of the Association\u2019s activities.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXfwpKbbM6UxS_sgvfJeyo78aQaFBstN88gn9idADsvjKWKBODlGlns9xayA36e9d-zf6jjI6VuEKHwfy8VaNZmY0gsilmZsiwbE9OA6AaijDxifE5ti_NT1yU76SjYdZ1UBcjkadXaAFLcchcR5S7w?key=ZZpM4Z3rLjT_Yr1D2DIEQ769\" alt=\"\"\/><\/figure>\n\n\n\n<p>All of these actions are part of the Russian Federation&#8217;s strategies for Russifying and indoctrinating Ukrainian children in the occupied territories.
