Russia\u2019s goal is to completely destroy the Ukrainian identity of children, to Russify and militarise them, so that they become \u201ctrue patriots\u201d ready to defend \u201ctheir homeland\u201d. For this purpose, Russia has built a whole system that is present in all spheres of children\u2019s lives, starting from preschool age. The NGO \u201cCentre for Civic Education \u201cAlmenda\u201d has been recording Russia\u2019s actions in relation to children in the TOT since 2014. In this article, the organisation\u2019s experts are providing facts and important figures on the indoctrination and militarisation of children, which are considered as violations by the Russian Federation of a number of norms of international law and international humanitarian law.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Lack of access to Ukrainian education<\/h3>\n\n\n\n<p>The Russian occupation authorities in the TOT of Ukraine have completely changed the education system, forcibly transferring it to Russian standards. In the TOT of Zaporizhzhia and Kherson regions, since 01.09.2023, education has been conducted in Russian language, and the study of Ukrainian as a mother tongue is allowed, de jure, <a href=\"https:\/\/www.rbc.ru\/society\/01\/09\/2023\/64f171749a7947f11f7bb896\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">only as an optional course<\/a>.<\/p>\n\n\n\n<p>There is also a significant decrease in the number of educational institutions with Ukrainian as the language of instruction in the TOT of Crimea:<\/p>\n\n\n\n<ul>\n<li>In 2013-2014 there were 7 schools with Ukrainian as the language of instruction, 76 schools with Ukrainian and Russian as the languages of instruction, 829 classes with Ukrainian as the language of instruction. 12,694 students studied in these schools and classes with Ukrainian as the language of instruction (it was ensured that 100% of students in the Autonomous Republic of Crimea were studying Ukrainian language and literature).&nbsp;<\/li>\n\n\n\n<li>In 2023 there was 1 school with Ukrainian as the language of instruction and 1 class with Ukrainian as the language of instruction in a Russian language school. In total there were 197 students in these classes.<\/li>\n<\/ul>\n\n\n\n<p>There has been a decrease in classes even compared to the 2021-2022 school year, in which, according to the occupation authorities, there were 2 classes with Ukrainian as the language of instruction in a Russian language school<\/p>\n\n\n\n<p><strong><strong>These actions constitute a violation of Article 29 of the <\/strong><a href=\"https:\/\/www.ohchr.org\/en\/instruments-mechanisms\/instruments\/convention-rights-child\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><strong>Convention on the Rights of the Child<\/strong><\/a><strong>, <\/strong><\/strong>to which the Russian Federation is also a party: \u201c&#8230;the education of the child shall be directed to: (c) The development of respect for the child&#8217;s parents, his or her own cultural identity, language and values, for the national values of the country in which the child is living, the country from which he or she may originate, and for civilizations different from his or her own&#8230;\u201d; <strong><strong>and Article 50 of the <\/strong><a href=\"https:\/\/www.ohchr.org\/en\/instruments-mechanisms\/instruments\/geneva-convention-relative-protection-civilian-persons-time-war\" rel=\"nofollow\"><strong>Geneva Convention relative to the Protection of Civilian Persons in Time of War<\/strong><\/a><strong>:<\/strong> <\/strong>\u201cThe Occupying Power shall, with the cooperation of the national and local authorities, facilitate the proper working of all institutions devoted to the care and education of children.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Patriotic and militaristic youth movements as a tool for re-education and militarisation of children<\/h3>\n\n\n\n<p>Russia has created dozens of children\u2019s and youth movements that reach out to children in the TOT, starting from their preschool age. The first youth movements appeared in 2014 in the TOT of Crimea. For example, the prototype of the current \u201cMovement of the First\u201d, the movement \u201cNashi\u201d (Russian for \u201cOurs\u201d), \u201cBolshaya Peremena\u201d (Russian for \u201cBig Shift\u201d) and others.<\/p>\n\n\n\n<p>With the expansion of the geography of the Russian-occupied territories, in 2022 the influence of these movements on other Ukrainian territories expanded. <strong>Children\u2019s and youth movements are used by the Russian occupation authorities as another tool for re-education of Ukrainian children, mostly in educational institutions. Patriotic education conducted by Russian youth organisations <\/strong><a href=\"https:\/\/rg.ru\/2023\/03\/02\/urok-dlinoiu-v-god.html\" rel=\"nofollow\"><strong>is part of the Russian state policy<\/strong><\/a><strong>, as stated in strategic documents and relevant legislation<\/strong>, in particular, the federal law \u201cOn Education\u201d. According to this law, the <strong>\u201cMovement of the First\u201d<\/strong>, as an organisation (established in 2022) that brings together other youth and children\u2019s movements, is to contribute to the implementation of the state youth policy and the education of children <a href=\"https:\/\/www.consultant.ru\/document\/cons_doc_LAW_421798\/\" rel=\"nofollow\">in accordance with \u201cRussian traditional values\u201d<\/a>.<\/p>\n\n\n\n<p>Development dynamics of the \u201cMovement of the First\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1200\" height=\"675\" src=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/07\/Movement-of-the-first-1200x675.jpg\" alt=\"\" class=\"wp-image-6493\" srcset=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/07\/Movement-of-the-first-1200x675.jpg 1200w, https:\/\/almenda.org\/wp-content\/uploads\/2024\/07\/Movement-of-the-first-820x461.jpg 820w, https:\/\/almenda.org\/wp-content\/uploads\/2024\/07\/Movement-of-the-first-768x432.jpg 768w, https:\/\/almenda.org\/wp-content\/uploads\/2024\/07\/Movement-of-the-first-1536x864.jpg 1536w, https:\/\/almenda.org\/wp-content\/uploads\/2024\/07\/Movement-of-the-first.jpg 1920w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<p>The <strong>\u201cMovement of the First\u201d<\/strong> is actively working <strong>to impose Russian identity on Ukrainian children<\/strong>. In particular, the opening of the movement\u2019s primary branches in educational institutions is accompanied by the active use of Russian symbols, listening to Putin\u2019s speeches and Russian propaganda narratives. The movement is also actively engaged in legitimising the Russian invasion of Ukraine.<\/p>\n\n\n\n<p><a href=\"https:\/\/t.me\/tavria_kherson\/4120\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">According to the officials of the occupation administration of Kherson region<\/a>, <strong>the development of youth organisations in Kherson region will accelerate the process of integration of the region into the Russian Federation<\/strong> and provide \u201cprospects for young residents of the new constituent entity of the state\u201d (i.e. the Russian Federation). Therefore, the occupation authorities spare no resources to promote and open branches of various youth organisations, movements, etc.<\/p>\n\n\n\n<p>In particular, the dynamics of the \u2018Movement of the First\u2019: TOT Crimea &#8211; <a href=\"https:\/\/crimea.ria.ru\/20230525\/dvizhenie-pervykh-v-krymu--ploschadka-dlya-vsestoronnego-razvitiya-detey-1128964813.html\" rel=\"nofollow\">300 branches<\/a> in May 2023, <a href=\"https:\/\/rk.gov.ru\/articles\/37a61136-20f7-44dd-a66e-bec38f658919\" rel=\"nofollow\">503 branches <\/a>in October 2023; TOT of Sevastopol &#8211; <a href=\"https:\/\/vesti92.ru\/2023\/06\/02\/v-sevastopole-startoval-festival-dvizhenija-pervyh.html?ysclid=lp7do1m55e916598672\" rel=\"nofollow\">almost 300 participants<\/a> in June 2023 and already<a href=\"https:\/\/vk.com\/wall-80821398_107932\" rel=\"nofollow\"> more than 10 thousand participants<\/a> in February 2024; TOT of Zaporizhzhia region &#8211; 1200 participants\/67 branches (March 2023), <a href=\"https:\/\/dobro.ru\/organizations\/10064666\/info\" rel=\"nofollow\">more than 7000 children\/194 branches <\/a>(December 2023); TOT of Kherson region &#8211; 58 branches in April 2023, <a href=\"https:\/\/www.herson.kp.ru\/daily\/27500\/4759762\/?ysclid=lozob7a44i162118080\" rel=\"nofollow\">59 branches \/600 children <\/a>(May 2023) and already <a href=\"https:\/\/www.herson.kp.ru\/daily\/27500\/4759762\/?ysclid=lozob7a44i162118080\" rel=\"nofollow\">960 children<\/a> as of July 2023.<\/p>\n\n\n\n<p>The \u2018Movement of the First\u2019 is actively working to impose Russian identity on Ukrainian children. In particular, the opening of the movement&#8217;s primary branches in educational institutions is accompanied by the active use of Russian symbols, listening to Putin&#8217;s speeches and Russian propaganda narratives. The movement is also actively engaged in legitimising Russia&#8217;s invasion of Ukraine. For example, it is under the patronage of the \u2018Movement of the First\u2019 that children create amulets for members of the so-called \u2018Special military operation\u2019. Russian propaganda narratives are also disseminated at school events &#8211; the movement&#8217;s members call the occupation of Ukrainian territories by Russia \u2018annexation\u2019 and praise further life as part of a \u2018great and strong Russia\u2019.<\/p>\n\n\n\n<p>In the TOT of Kherson and Zaporizhzhia regions, the Russian Federation is actively developing a network of the youth movement <strong>\u201cYug Molodoj\u201d (Russian for \u201cYoung South\u201d)<\/strong>, which has at least <a href=\"https:\/\/t.me\/YugMolodoj\/10641\">17 branches and more than 7,000 members<\/a>. The movement is actively indoctrinating children and youth, including through conducting game events and organising celebrations for the so-called <a href=\"https:\/\/t.me\/AstraninFromA\/377\">\u201cDay of Reunification of Kherson Region with Russia\u201d<\/a>. Activists of the movement encourage children and youth of the TOT to cover with paint the colours of the Ukrainian flag and coat of arms, <a href=\"https:\/\/t.me\/pology_yug_molodoj\/171\">explaining these actions by the presence of \u201cNazi symbols\u201d<\/a>, and instead <a href=\"https:\/\/t.me\/klimenkojuliaa\/1093\">draw Russian tricolours (the \u201cPaint the Future\u201d campaign)<\/a>.The establishment of branches of such organisations in the occupied territories to educate children in the spirit of \u201cRussian patriotism\u201d may be regarded as a <strong>violation of Article 43 of <\/strong><a href=\"https:\/\/ihl-databases.icrc.org\/en\/ihl-treaties\/hague-conv-iv-1907\"><strong>the Hague Convention<\/strong><\/a><strong> and Article 50 of the Convention relative to the Protection of Civilian Persons<\/strong> (in the context of the proper working of all institutions devoted to the care and education of children). In addition, patriotic education aimed at fostering Russian identity poses a direct threat to the right of a child to preserve his or her own identity (<strong>Article 8 of the Convention on the Rights of the Child<\/strong>).<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-us.googleusercontent.com\/5h07wFdW0YszwszJDBVbmJmLLjo-vi0waJ3xXVNfyhV5Qzhh2-Ibj63yJx-sfRGvYDDIqQpL6dGRfRrE-R5ymOem4epP6TfTQz0z4ANjXKdsF0HcR0i293Wg5bvoXA_WvpcyfXzl-CC1KfitQYYRQxU\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"has-white-color has-text-color\">.<\/p>\n\n\n\n<p>Read more about the activities of youth movements in the TOT in the report \u201c<a href=\"https:\/\/almenda.org\/molodizhni-ruxi-yak-instrument-indoktrinacii-i-militarizacii-na-okupovanix-teritoriyax\/\">Youth Movements as an Instrument of Indoctrination and Militarisation in the Occupied Territories\u201d<\/a> prepared by of the Centre for Civic Education \u201cAlmenda\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">New educational programmes which involve moving children from the TOT to Russia<\/h3>\n\n\n\n<p>After the start of Russia\u2019s full-scale invasion and occupation of new territories of Ukraine, new educational programmes and tools were developed and implemented to destroy Ukrainian identity through the use of education, one of which is the programme <strong>\u201cUniversity Sessions\u201d.<\/strong>&nbsp;&nbsp;<\/p>\n\n\n\n<p>The programme provides for the short-term transfer of children of high school age (starting from the age of 14, and in some cases from the age of 12) from the TOT of Kherson, Zaporizhzhia, Donetsk, Luhansk and Kharkiv regions to higher education institutions in Russia. The aim of the programme is career guidance and the <strong>formation of a Russian identity, and de facto, the Russification of Ukrainian children, the erasure of Ukrainian identity and the stimulation of their relocation from the occupied territories for their study and further residence in the Russian Federation<\/strong>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>From the start of the programme in June 2022 until December 2023, the \u201cUniversity Sessions\u201d reached <strong>more than 20,000 Ukrainian children<\/strong> aged <strong>12 to 17<\/strong>, and <strong>81 universities from 47 Russian regions <\/strong>participated in it. The program <strong>\u201cUniversity Sessions\u201d<\/strong> <strong>was personally patronised by the President of the Russian Federation Vladimir Putin<\/strong> and its implementation was discussed at the highest levels of the Russian Federation.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-us.googleusercontent.com\/7g90a1m_LKgzYOk5DTGzPq38wOUJh7jEdmXzEMwznfn7XAHec81Kd8xFU2enzlKxSjWDcXH_7ZdUVOSj_uwpRFPauBkefWontoHh0tgerKlKJp-RHz7URulKQ1UJ85fUCzEmV41pVN0zNlJemKQoQU4\" alt=\"\"\/><\/figure>\n\n\n\n<p>Russia\u2019s implementation of the program \u201cUniversity Sessions\u201d <strong>contravenes international law<\/strong>, in particular the 1989 Convention on the Rights of the Child, Article 49 of the Geneva Convention relative to the Protection of Civilian Persons, and Article 43 of the Hague Regulations. According to Article 43 of the Hague Regulations, <strong>the Russian occupation authorities do not have the authority to implement Russian federal legislation, but instead must respect the laws that were in force in the territory before the occupation<\/strong>. The Occupying Power must also \u201cin cooperation with the State and local authorities, promote the proper functioning of institutions responsible for the care and education of children\u201d. Article 8 of the 1989 Convention on the Rights of the Child, to which the Russian Federation is also a party, states that <strong>the child has the right to preserve his or her identity, including national identity<\/strong>.<\/p>\n\n\n\n<p>More details can be found in the analytical report <a href=\"https:\/\/almenda.org\/wp-content\/uploads\/2024\/02\/Univer_EN.pdf\">\u201cThe \u201cUniversity Sessions\u201d program as the instrument for the indoctrination and destruction of the Ukrainian identity of children and youth from the temporarily occupied territories\u201d.<\/a><\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Militarisation, military training, recruitment of young people in the TOT<\/h3>\n\n\n\n<p>Article 50 of the Geneva Convention relative to the Protection of Civilian Persons in Time of War <strong>prohibits the Occupying Power from enlisting children in formations or organizations subordinate to it, including those pursuing political aims<\/strong>. Article 20 of the International Covenant on Civil and Political Rights states that <strong>any propaganda for war shall be prohibited by law<\/strong>. Article 38 of <a href=\"https:\/\/www.ohchr.org\/en\/instruments-mechanisms\/instruments\/convention-rights-child\" rel=\"nofollow\">the Convention on the Rights of the Child<\/a> and customary international humanitarian law prohibits the recruitment or use of children under the age of 15 as soldiers or allowing them to take part in hostilities. Conscripting or enlisting children under the age of 15 into the national armed forces or using them to participate actively in hostilities constitutes a war crime under Article 8(2)(b)(xxvi) of <a href=\"https:\/\/www.icc-cpi.int\/sites\/default\/files\/2024-05\/Rome-Statute-eng.pdf\" rel=\"nofollow\">the Rome Statute of the ICC<\/a>. The organizers also \u201chelp children to get an idea of service in the armed forces of the country\u201d (i.e., the Russian Federation) in order to prepare future defenders of the homeland (i.e., the Russian Federation). And starting from 1 September 2024, the subject \u201cBasics of Life Safety\u201d will be renamed \u201cBasics of Security and Defence of the Motherland\u201d. Therefore <a href=\"https:\/\/t.me\/minobrKrima\/6321\" rel=\"nofollow\">a new federal programme was approved in the Russian Federation<\/a> and <a href=\"https:\/\/www.interfax.ru\/russia\/919462\" rel=\"nofollow\">it is planned to involve participants of the so-called special military service<\/a> <strong>in teaching this subject<\/strong>;<\/li>\n\n\n\n<li>increase in the number of cadet classes in the TOT of Crimea and their opening in the so-called \u201cnew territories\u201d: in the TOT of Crimea, <a href=\"https:\/\/crimea24tv.ru\/content\/v-voinskoy-chasti-krima-proshla-uchebnaya\/\" rel=\"nofollow\">there are already 64 schools with cadet classes<\/a> in the 2023-2024 academic year; in the TOT of Zaporizhzhia region, <a href=\"https:\/\/t.me\/obrzp\/17928\" rel=\"nofollow\">5 cadet classes were opened<\/a> by the end of 2023; in the TOT of Kherson region, there are at least <a href=\"https:\/\/t.me\/depobrherson\/2444\" rel=\"nofollow\">4 classes<\/a> (September 2023);<\/li>\n\n\n\n<li>children from the TOT of Crimea, the city of Sevastopol, Kherson and Zaporizhzhia regions are involved in the youth organisation \u201cYouth Army\u201d, where they get <a href=\"https:\/\/yunarmy.ru\/\" rel=\"nofollow\">basic military training<\/a>, and some of them later <a href=\"https:\/\/nts-tv.com\/news\/53-nastavnika-krymskikh-yunarmeyskikh-otryadov-uch-44513\/\" rel=\"nofollow\">become members of the armed forces of the Russian Federation and take part in the war against Ukraine<\/a>. Members of the \u201cYouth Army\u201d are: more than 11,243 children in the TOT of Crimea, more than <a href=\"https:\/\/vk.com\/wall-122681115_5733\" rel=\"nofollow\">14,500<\/a> in the TOT of the city of Sevastopol (April 2023), <a href=\"https:\/\/vk.com\/wall339023676_762\" rel=\"nofollow\">several hundreds<\/a> in the TOT of Zaporizhzhia region (February 2024), <a href=\"https:\/\/vk.com\/wall-215245628_1367\" rel=\"nofollow\">more than 600<\/a> in the TOT of Kherson region (February 2024). By the end of 2024, <a href=\"https:\/\/rk.gov.ru\/articles\/345e5100-987a-4f20-8858-7724d51b4aa8\" rel=\"nofollow\">10% of schoolchildren in the TOT of Crimea are expected to join the ranks of the \u201cYouth Army\u201d<\/a>;<\/li>\n\n\n\n<li>participation of Ukrainian children in <strong>military-patriotic training camps\/games<\/strong> organised by the School of Young Commanders and the School of Future Commanders, which are implemented by the Krympatriot Centre and the Youth Army in the TOT of Crimea and Sevastopol, where <a href=\"https:\/\/vesti-k.ru\/news\/2023\/10\/31\/shkola-yunyh-komandirov-v-krymu-prinyala-bolee-200-yunarmejcev\/\" rel=\"nofollow\">children learn<\/a> <strong>the basics of military tactical and engineering training, field medicine, etc<\/strong>. Such events are held regularly in the TOT of Crimea and Sevastopol. In addition, in the summer of 2023, <strong>the military field training camp \u201cCrimean Frontier\u201d<\/strong> was organised for Ukrainian children in the form of a tent camp, which was held in 5-day shifts throughout the summer. In total, <a href=\"https:\/\/vk.com\/crimeapatriot?w=wall-217363296_1497\" rel=\"nofollow\">11 shifts<\/a> were held, with <a href=\"https:\/\/vk.com\/video-217363296_456239376\" rel=\"nofollow\">at least 600 children<\/a> from the TOT of Crimea and Kherson region participating.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-us.googleusercontent.com\/GJSy0EuxyV6GWH3Vbn26m5MtvnbrWBjbmIESgp6FlemNr2ul8AuvvlmxGyPxrmeIR3MwHMnGQchtFZFaMhpJ-jDmrIz7zqG_rCJ-Kb1aM-bwFx6xMULkabsi_pQeoxd69xAhBZ8sFMrcSBwIDFO9hB4\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"has-white-color has-text-color\">.<\/p>\n\n\n\n<p>By such actions, the Russian Federation is actually recruiting children from the TOT of Ukraine to serve in its army or other military groups<strong>. The acquisition of Russian citizenship by Ukrainian children from the TOT<\/strong> serves as a springboard for this. And youth movements, in particular<a href=\"https:\/\/t.me\/mypervie92\/1340\" rel=\"nofollow\">, are actively involved in awarding Russian passports<\/a>. Moreover, the amendments to the Federal Law \u201cOn Military Duty and Military Service\u201d introduced on 14.04.2023 <strong>allowed citizens who have reached the age of 18, i.e. immediately after graduating from secondary school, to sign a contract for service in the Russian Armed Forces.<\/strong><\/p>\n\n\n\n<p>Therefore, we can state that after the full-scale invasion, <strong>Russia\u2019s illegal policy towards children has only intensified and spread<\/strong> to new occupied territories in order to accelerate the integration of these territories of Ukraine and their population into the Russian Federation. And the lack of an adequate international response to the above violations leads to the fact that the Russian Federation continues and increases its influence on Ukrainian children from the TOT, violating a number of norms of international law and international humanitarian law.<\/p>\n\n\n\n<pre class=\"wp-block-preformatted\">The article was prepared by the Centre for Civic Education \u201cAlmenda\u201d as part of the project \u201cChildhood Unchained: Standing Against Occupation`s Impact\u201d.
